Salary Range: $5,498 - $8,525
 
The role:  
Come join our team in La Grande as a senior right of way agent. Use your knowledge to acquire properties necessary for our transportation projects. You will lead and train a team as they conduct their work, and you will use your skills to determine fair values and negotiate with property owners. A day in the life:
  • Initiate contact and interview property owners affected by proposed projects, explain the right of way acquisition program.
  • Negotiate with property owners as necessary.
  • Plan, direct, and make liaison studies in the region.
  • Plan and direct the appraisal program within the region.
  • Plan and direct the acquisition of right of way.
  • Assign work as necessary.
  • Plan and direct the relocation of displaced persons.
  • Plan, direct, and complete steps necessary for the management of state-owned properties.
  • Serve as a resource and subject matter expert regarding Right of Way projects.
  • Attend public hearings and respond to questions and comments from the public.
  • Appear in court and testify on behalf of the agency.
  • Work involves considerable travel within the Region. Walking considerable distances, sometimes over difficult terrain, may be required.
  • Extensive contact with property owners is required, with occasional exposure to persons who may be emotionally charged.

What we need:
Five years of experience in appraising land, commercial and residential property for market value; or managing complex property transactions for the purchase or sale of property; or managing a large property portfolio for a complex organization; or relocating displaced individuals or businesses.

Preference will be given to individuals with experience relocating displaced persons for a public or other body covered by the policies of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and subsequent revisions.

A Bachelor's Degree in business or public administration, forestry, agriculture, civil engineering, geology, geography, real estate, communications or related degree may substitute for three years of the required experience.
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience and continuing interest in land and property appraisal, valuation, management, research, and negotiations.
  • Ability to effectively interact with people within and outside the agency in both positive and difficult situations.
  • Ability to direct and manage projects and provide required work products.
  • Highly organized, efficient, resourceful, and reactive to project requirements performed within a team setting.
  • Experience and proficiency using the Microsoft office suite of programs.
