The Opportunity
WSDOT is currently seeking to fill the Eastern Region Materials Engineer position in Spokane, WA. The Eastern Region Materials Office is responsible for administering the Region Materials Program, which includes construction materials testing, fabrication inspection, pavement design, Independent Assurance Inspection, materials source management and geotechnical investigation and reports along with Plans, Specifications, and Estimate preparations. The Eastern Region Materials Engineer will provide leadership, management, and engineering oversight to a team of engineers and technicians who provide technical advice to the Region's maintenance, local programs, design, and construction offices. The incumbent will be responsible for managing, prioritizing, and coordinating all activities in the Materials Office; as well as, collaborating with Headquarters, other WSDOT Regions, and State, Local, and private agencies. This position has a direct impact on the economic vitality of the Eastern Region communities and to provide safe, reliable, and cost-effective transportation solutions.
 
What to Expect
Among the varied range of responsibilities held within this role, the Eastern Region Materials Engineer will:

  • Empower and support a large and diverse staff; with a thorough knowledge of personnel management policies and procedures, to include employee development and recognition, performance plans and corrective action plans.
  • Manage and direct the Eastern Region Pavement Design, Pits and Quarries, Lab Facility testing, Lab Trailers outfitting and equipment verification, Independent Assurance Testing, Geotechnical Evaluations/Recommendations, administration and activities of the Eastern Region Materials Lab Facility and vehicle fleet, and any overall Materials recommendations and related actions during routine and emergency operations.
  • Responsible for final design decisions and products that are environmentally responsible, operationally efficient and cost effective, which may include development of multiple design options leading to recommendations of a preferred alternative, and the development of the preferred alternative into the final project.
  • Implement project delivery tools to successfully deliver Plans, Specifications and Estimates on time and within budget; administer WSDOT contracts, policies, and guidelines to effectively manage and monitor project level budgets and to successfully negotiate/mediate contractual agreements and disputes.
  • Provide technical expertise to Project Engineers and the Assistant Regional Administrators for Construction, Design, and Maintenance & Operations regarding geotechnical issues, materials testing, inspection, and other materials related issues. 
  • Ensure that contracts are built in accordance with contract plans and specifications and that documentation assuring federal funding is complete.
  • Responsible for scheduling personnel and resources and resources to keep projects on schedule, support independent assurance testing, lab related materials testing, pavement design, pits and quarries tasks and select geotechnical exploration/design needs of the Eastern Region on schedule and within budget including the use of overtime. 
  • Communicate effectively/appropriately to agency staff, contractors, private materials source representatives and suppliers, local agencies, tribes, media, and the general public.
  • Actively attend, present, participate and/or lead on internal and external trainings, meetings, committees, discussions, conferences, and other events in person or virtually.
  • Champion the Department's Emphasis Areas of Inclusion, Practical Solutions and Workforce Development as well as the Goals, Vision and Mission.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Registration as a Licensed Professional Civil Engineer in the state of Washington.
  • Knowledge of proper use of engineering license and stamping authority in accordance with executive order E 1010.00 "Certification of Engineering Documents of Licensed Professionals.”
  • Extensive background in transportation engineering and thorough understanding of WSDOT's highway engineering practices and technical procedures including but not limited to traffic design, geotechnical, structural, hydraulics environmental and material applications.

It is preferred that qualified candidates also have:
  • Bachelor of Science in Civil Engineering.
 
Important Notes 
  • This position requires a Professional Civil Engineers License issued by the State of Washington. License holders from other states will be expected to obtain a WA State PE license in Civil Engineering within six (6) months of appointment.
  • This position offers some opportunities for flexible/hybrid remote work.
