Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking to fill the vacancy of a Transportation Planning Specialist 2 in Spokane, WA. This position performs professional transportation planning assignments, particularly supporting the region's development services, transportation traffic analysis review, and comprehensive plan review. The Transportation Planning Specialist 2 will review developer led traffic impact analyses, local agency comprehensive plans, and SEPA documents. This position will also coordinate the review of developer submitted design and construction plans, and provide support to other functions in the Eastern Region Planning Office.
What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Support the Development Services Manager and others by reviewing and evaluating traffic and crash
  • data submitted for private development projects and local agency projects.
  • Review trip generation letters, traffic impact analyses, safety analyses and other data.
  • Draft mitigation recommendations to local agencies and developers in accordance with the WSDOT Design Manual and other WSDOT standards. 
  • Review SEPA documents associated with private or local agency development to assist the Development Service Manager. Prepare comments on the SEPA documents to be submitted to the local agency. 
  • Review local agency comprehensive plans for land use and transportation impact and ensure transportation system and land use data are concurrent with the improvements provided. 
  • Ensure that all modes are accommodated and meet the established level of service standards.
  • Review other plans such as Corridor Plans prepared by local agencies for consistency with WSDOT policy, plans and standards. 
  • Perform Geographical Information Systems (GIS) analysis producing maps relating to development.
  • Track development project locations and attributes; track the mitigation received.  
To be considered for this opportunity, the following are required:
  • Bachelor's degree involving major study in transportation, landscape architecture, environmental or urban, regional or land use planning, engineering, public or business administration, economics, biology, or natural or physical sciences and one (1) year of professional transportation experience involving analysis and evaluation of transportation issues and problems. Analysis of environmental issues and problems that involve transportation issues will also be considered. 
  • Professional planning experience of 5 years or more may be substituted for the required education.
  • A valid driver’s license.

It is preferred that qualified candidates also have:
  • Experience in serving a primary and/or lead role in a Planning project.
  • Experience in Transportation Planning.
  • Regional or land use Planning related degree.
