Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking a Highway Maintenance Worker 3 (HMW3) to work as a member of the regional maintenance organization. Operating a wide variety of highway equipment and tools, this position is responsible for leading entry and journey-level Highway Maintenance Workers while regularly performing skilled maintenance tasks throughout WSDOT roadways. The maintenance and repair of highways and highway structures is critical to ensure the safe and efficient movement of people and commerce. This position may occasionally supervise a crew in the absence of a Highway Maintenance Supervisor. The HMW3 leads by example and ensures their work units operates efficiently, effectively, and safely; and is critical in fostering an inclusive and healthy work environment that challenges all staff to be respectful and professional.
 
What to Expect
Work is often physical in nature and performed primarily outdoors and often next to high-volume, high-speed traffic that may require standing for extended periods of time; HMW3 may work at elevated heights above 25 feet over land or water. Work may also include traversing in rough, steep, and uneven terrain. 
 
A typical schedule is Monday through Friday, 40-hours per week, for 4, 10-hour days. Weekends and holidays may be required to respond to non-scheduled or call-out emergencies. Must be able to report in service to assigned duty station within 60 minutes of an after-hours call. HMW3 may work alternate and emergency shifts as assigned or as situations dictate and respond to emergency situations in all weather conditions; 24 hours a day, 7 days a week, alone or a part of a team as needed.
 
Among the varied range of responsibilities held within this role, the Highway Maintenance Worker 3 will:

  • Lead Highway Maintenance Crews in the daily performance of all maintenance and operation tasks throughout State Highways.
  • Prioritize, plan, schedule, and budget maintenance activities, as well as lead, schedule, and direct maintenance activities. 
  • Maintain and submit daily records and reports of maintenance activities, such as time, equipment, fuel, and oil reports for the personnel and equipment under their jurisdiction; enter all maintenance activities into computerized systems (e.g., Highway Activity Tracking System (HATS), Work Zone Data base (WZDB), Traffic Sign Management System (TSMS, etc.); and review computerized records to ensure accuracy.
  • Train personnel in equipment usage, safety, highway maintenance, and public relations.
  • Arrange for the purchase of repair or replacement parts; arrange rental or lease of privately owned equipment; responsible for Inventory Control Point (ICP) inventory and accurate record keeping.
  • Perform asphalt and concrete pavement maintenance and repair; apply concrete, asphalt, and synthetic materials; drainage maintenance including catch basins, sedimentation facilities, and ditches; erosion and slide repair; sign maintenance and repair; and guardrail, fence, and impact attenuator installation and repair.
  • Transport heavy equipment and materials between work sites; operates Class A, B and C highway equipment as designated on the approved Department of Transportation Equipment List (TEF) for highway maintenance.
  • Act as traffic control lead on emergency operations and assist crews in setting up and performing traffic control during emergency operations.
 
Qualifications
To be considered for this opportunity, the following are required:  
In addition to one of the above, the following is also required:
  • Possession of a Washington Class A CDL with N endorsement without airbrake restrictions and without an E restriction.
  • Possession of a valid Traffic Control/Flagging card with experience performing traffic control per MUTCD including planning, setting signs and cones or barrels, and flagging; or obtain Flagger Certification within six (6) months.
  • Experience in communicating to multiple audiences, both orally and in writing.
  • Experience providing outstanding customer service.
  • Experience in working independently and prioritizing workload, with the ability to handle multiple assignments.
  • Experience using computers, iPads, and Microsoft Office Products.
  • Possession of a NCCO Knuckle boom License (required within twelve (12) months of hire).
  • Possession of a Washington State Pesticide Applicator’s License (required within twelve (12) months of hire).
 
It is preferred that qualified candidates also have:
  • High school graduation, or possession of a GED certificate, or equivalent
  • Three (3) years of experience in one of the following job classes: Highway Maintenance Worker 2, Bridge Maintenance Technician 2, or Maintenance Specialist 2.
  • One (1) year of experience operating and transporting equipment.
  • Possession of a Plans Reading Certification.
  • Experience operating vehicles weighing 26,000 GVW.
  • Experience leading and/or supervising crews, providing clear direction, and making good decisions in stressful conditions.

  • The salary listed includes the legislative approved 10% assignment pay.
