The Opportunity
WSDOT is currently seeking multiple Transportation Technician 3s for the Olympic Region Materials/General Engineering Consultant (GEC) Administration Office to work towards the mission of ensuring that the improvement and preservation projects are administered in accordance with WSDOT specifications, rules, practices, and policies. This position independently performs skilled journey level technical work in support of engineering projects. At this level, the employee is expected to exercise initiative and judgment in independently carrying out assignments according to established policies, procedures, and standards. The Transportation Technician 3 provides essential support in monitoring contractor’s activities during construction and ensuring project work is performed in accordance with contract documents. They perform materials sampling, testing, and acceptance procedures, as well as assist project inspectors in performing daily inspection and audits of work performed. This position may be assigned sole responsibility for inspection duties on smaller projects or specific items of work on larger projects. As a Transportation Technician 3 in the Materials Office/GEC, the incumbent will perform duties in support of construction, design, and office support.
 
What to Expect
Among the varied range of responsibilities held within this role, the Transportation Technician 3 will:

  • Perform quality assurance sampling and testing of aggregates, structural concrete, embankment and asphalt density, asphalt pavement, grout cubes and geo-textiles to ensure compliance with contract documents, WSDOT, and industry standard.
  • Develop and maintain tracking tools for materials quantity, assurance testing frequencies, materials samples, and test results; report findings for project documentation.
  • Assist in performing on-site monitoring and reporting for environmental compliance and project safety.
  • Provide guidance to the GEC’s quality personnel in testing procedures and requirements, and documentation preparation.
  • Assist in identifying constructability issues and verify field changes are approved and implemented correctly; prepare Inspectors Daily Reports and Field Note Records.
  • Provide audits on GEC construction documentation.
  • Assist in the preparation, processing and generation of progress estimates, review and verify payment documentation; compile wage and equipment rates for force account work, and monitor and adjust all payments for materials on hand, process weekly statements of working days; and review contractor request to sublets, statement of intents and certified payrolls, Disadvantage Business Enterprise (DBE) goals, apprentice utilization and training programs.
  • Assist with project closeout including as-builts, to document the work performed in the contract and prepare the final estimate package.
Inspection work is performed outdoors in inclement weather on construction sites in daytime or nighttime. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment. This position will require working a varying schedule, including night work.
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At the TT2 level, the following is required:
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields. OR-
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR-
  • Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent.   (College level or vocational/technical course work in engineering, drafting, survey, mathematics or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.) OR-
  • Three (3) years of experience as a Maintenance Technician, one (1) of which must be as a Maintenance Technician 2.
 
At the TT3 level, the following are required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent. OR-
  • A Bachelor's degree in Engineering or similar field. OR-
  • Certification as an Engineer-in-Training. OR-
  • A Land Surveyor's license.
 
In addition to the above, the following is also required:
  • Knowledge and understanding of engineering principles, methods, and practices.
  • Knowledge of inspection techniques and field documentation required to verify quality and quantity of work
  • performed by the contractor.
  • Skills related to computer applications involving databases, word processing, CADD, and spreadsheets.
  • Ability to clearly communicate technical information.
  • Knowledge and skills required for checking engineering calculations for accuracy and completeness.
  • Ability to interpret contract plans and specifications.
  • Ability to research and apply engineering standards.
  • Ability to clearly and concisely document project activities.
  • Valid Driver’s License.
  • Certified General Inspector within six (6) months of appointment and subsequent Division Certification or the ability to become certified within six (6) months of obtaining this position.
  • Certification as a Qualified Tester (WAQTC/ACI/WSDOT) or the ability to become qualified within six (6) months of obtaining this position.
 
It is preferred that qualified candidates also have:
  • Knowledge of Design-Build and Design-Bid-Build contracting methods.
  • Knowledge of field-testing methods.
  • One (1) year of experience using technical civil engineering principles, practices, and methods.
  • One (1) year of experience using construction practices and contract administration.
  • One (1) year of experience and knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by contractors.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.  
  • This position is not eligible for remote work.
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level; however the in-training plan will allow candidates to be considered as a Transportation Technician 2level.
    1. Transportation Technician 2: $50,592 – $68,076
    2. Transportation Technician 3: $57,324 – $77,028
