The Opportunity
WSDOT is currently seeking multiple Transportation Technician 3s for the Port Orchard Project Engineering Office. This position supports the department’s mission by ensuring highway construction projects are built in compliance with standard specifications, contract specifications and contract plans. This is accomplished by inspecting highway contract work, testing materials being incorporated into the projects to assure compliance with the above documents, ensuring that environmental regulations are being adhered to, assisting with construction and design surveying, and keeping accurate, complete and detailed field records. By supporting the design, construction and project documentation and control, the benefit to taxpayers and the community is maximized. The incumbent is placed in the position of CADD technician, assistant inspector of highway construction projects and a member of the survey crew.
 
What to Expect
Among the varied range of responsibilities held within this role, the Transportation Technician 3 will:

  • Assist the Project Inspector in writing and checking pay-notes for the preparation of monthly progress payments on contract estimates; collect and track project material documentations and general inspection in all facets of highway construction.
  • Serve as a material tester performing concrete, asphalt, aggregate, densities and other material testing and tracking as required.
  • Serve as a CAD operator responsible for creating contract plan sheets.
  • Calculate and check quantities, writing special provisions and assisting with other design elements.
  • Serve as a member of the business team assisting will all aspects of records management and documentation.
  • Assist in obtaining field data.
  • Use Microsoft Office Suite and various civil engineering software programs to support the design and documentation of transportation projects.
 
Inspection work is performed outdoors in inclement weather on construction sites in daytime or nighttime; exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment. This position will require working a varying schedule including night work.
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT1 or TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At the TT1 level, the following is preferred: 
  • Graduation from high school or GED equivalent.
 
At the TT2 level, the following is required:
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields. OR-
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR-
  • Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent.   (College level or vocational/technical course work in engineering, drafting, survey, mathematics or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.) OR-
  • Three (3) years of experience as a Maintenance Technician, one of which must be as a Maintenance Technician 2.
 
At the TT3 level, the following are required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent. OR- 
  • A Bachelor’s degree in Engineering. OR-
  • Certification as an Engineer-In-Training. OR-
  • A Land Surveyor’s license
 
In addition to the above, the following is also required:
  • Knowledge and understanding of engineering principles, methods, and practices.
  • Knowledge of inspection techniques and field documentation to verify quality and quantity of work performed by the contractor.
  • Skills related to computer applications involving databases, word processing, CADD, and spreadsheets.
  • Ability to clearly communicate technical information.
  • Ability to check engineering calculations for accuracy and completeness.
  • Ability to interpret contract plans and specifications.
  • Ability to research and apply engineering standards.
  • Ability to clearly and concisely document project activities.
  • Valid Driver’s License.
  • Certified General Inspector and subsequent Division Certification or the ability to become certified within six (6) months of obtaining this position.
  • Certification as a Qualified Tester (WAQTC/ACI/WSDOT) or the ability to become qualified within six (6) months of obtaining this position.
 
It is preferred that qualified candidates also have:
  • One (1) year of experience using technical civil engineering principles, practices, and methods.
  • One (1) year of experience using construction practices and contract administration.
  • One (1) year of experience with inspection and field documentation to verify quality and quantity of work performed by the contractor.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.  
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level; however the in-training plan will allow candidates to be considered as a Transportation Technician 2 or Transportation Technician 1levels.
    1. Transportation Technician 1: $40,812 – $54,492 
    2. Transportation Technician 2: $50,592 – $68,076
    3. Transportation Technician 3: $57,324 – $77,028
  • This position offers flexible/hybrid remote work options.
