The Opportunity
WSDOT is currently seeking a Transportation Technical Engineer to serve as the Reporting Authorization Engineer responsible for managing statewide local government capital transportation projects. This position is the final independent reviewer of Local Agency Agreements, Project Prospectuses, Federal Aid Agreements, and all supporting documentation necessary to ensure authorization by the Federal Highway Administration (FHWA) and/or the Local Programs Director/or designee. By managing, maintaining, and tracking engineering approvals related to project development and delivery, this position is responsible for ensuring that all statewide local government capital projects are in reasonable compliance with the Local Agency Guidelines (LAG) Manual and the federal and state regulatory requirements. In addition, the department's complex statewide local information system and data management functions are managed by this position to develop, manage, and report on all local capital projects. The Reporting Authorization Engineer is responsible for carrying out fundamental checks and examinations of reports on state and provincial conveyance information and establishing the foundations for issues and patterns of multisource-subsidized local capital ventures. The incumbent also serves as the technical expert for the local Emergency Relief program and statewide federal reporting on the Congestion Mitigation & Air Quality program. These duties support the mission of our organization in implementing our Stewardship Agreement with FHWA in overseeing Federal Aid projects for the local agencies of Washington State.

What to Expect
Among the varied range of responsibilities held within this role, the Reporting Authorization Engineer will:

• Manage and analyze the Federal Highway and state-funded local transportation program of projects for final authorization. 
• Manage the final detailed reviews and analysis statewide of local government capital transportation projects documentation of federal and state-funded projects. 
• Ensure all statewide local government capital projects reasonably comply with the federal and state regulatory requirements and the Local Agency Guidelines (LAG) Manual by managing, maintaining, and tracking key project milestones and approvals related to project development and delivery. 
• Exercise independence in problem-solving and decision-making when providing direction, guidance, training, and technical assistance to appropriate personnel on federal and state project development and delivery policies, procedures, and documentation necessary. 
• Develop and provide coaching statewide training to enable Region Local Programs teams and local agency project and program management staff. 
• Responsible for statewide federal reporting on the Congestion Mitigation & Air Quality program. 
• Technical expert for the Emergency Relief program from coordination, training, and eligibility. 
• Coordinate and assist the State Auditor’s Office to ensure compliance with key project approvals align with federal and state requirements. 
• Perform critical monitoring and analysis of regional delivery data reports. 

• One year experience as a Transportation Engineer 4 or equivalent, such as Bridge Engineer 4 or Transportation Planning Specialist 4 or equivalent in a local or state agency -OR- three years of experience as Transportation Engineer 3 or equivalent, such as a Bridge Engineer 3 or Transportation Planning Specialist 3 or equivalent in a local or state agency. 
• Work independently, assume responsibility, and make appropriate independent decisions within the limit of the authority of this position. 
• Knowledge of federal programs regarding contract authority, obligation authority, apportionment, and engineering requirements for federal authorization on Federal Highway Administration (FHWA) construction projects and federally eligible activities. 
• Knowledge of programming, accounting, and federal and state reporting principles and processes that apply to capital program delivery. 
• Knowledge of the FHWA Fiscal Management Information System (FMIS) used for the obligation and authorization of federal funds. 
• Effectively communicate via phone, e-mail, correspondence, and in person. 
• Effectively and efficiently utilize Microsoft Windows, Word, Outlook, Excel, Teams, and mainframe applications, including creating reports. 

• State and federal funding programs, procedures, and requirements related to public transportation projects from design to construction and construction administration. 
• One year of experience working with a federal agency to obtain federal approval for funding on a project. 
• Knowledge of the Statewide Project Oversight Reporting & Tracking (SPORT) database or similar that is used for authorization and reporting of local agency projects and of WSDOT’s Federal Aid Tracking System (FATS) for tracking federal funds or similar applications. 
• Experience working with mainframe applications, including the use of TRAINS. 
• Ability to operate a motor vehicle. 
• Ability to understand and interpret written material and verbal communication. 
• Ability to make presentations to individuals and small groups.
