The role:  
Do you have experienced developing and maintaining strong and productive working relationships with local governments, other state agencies, federal agencies, private businesses and the general public?
We are looking for someone to join the Region 5 team as a local agency liaison. In this position, you will establish contacts with local agency officials and advise and assist them with the development, design and construction of federal and state funded local transportation projects. A day in the life:
  • Evaluate transportation related problems and propose solutions to local agencies.
  • Facilitate project scoping with local agencies, consultants and department staff.
  • Assist local agencies and consultants in preparation of project prospectus.
  • Manage transportation projects performed by consultants and negotiate and prepare contracts.
  • Review work to establish project acceptability.
  • Guide the development and maintenance of project schedules.
  • Manage complex projects within the parameters of the project schedule and budget.
  • Organize and conduct project meetings with stakeholders.
  • Advise local agencies on various federal aid and state funding programs.
  • Initiate and negotiate intergovernmental contracts.
  • Work is performed in an office environment with occasional work outdoors at project sites.
  • Will require contact with elected and local officials, various media and public who may be emotionally charged and adversarial on issues.
  • Work may require long hours, statewide travel, working near heavy traffic or construction equipment, walking on rough terrain and working 20 feet or more above the ground.

What we need:
A bachelor’s degree in construction management, business administration, public administration, architecture, planning or engineering; AND three years of progressively responsible experience related to the class series concept; 
OR
An associate degree (or comparable course work) in architectural, construction or engineering technology; AND four and one-half years of progressively responsible experience related to the class series concept; 
OR
Six years of progressively responsible experience related to the class series concept.
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience in transportation project delivery in a project controls environment.
  • Experience in professional services contract development and administration.
