About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking multiple Transportation Technician 3s to support the department's mission by ensuring highway construction projects are built in compliance with standard specifications, contract specifications and contract plans. This is accomplished by inspecting highway contract work, testing materials being incorporated into the projects to assure compliance, assisting with construction and design surveying, keeping accurate, complete and detailed field records and providing accurate material, contractor payment and change order compliance. By supporting the design, construction and project documentation and control, the benefit to taxpayers and the community is maximized. As a Transportation Technician 3, the incumbent is placed in the position of CADD technician, materials tester, assistant inspector of highway construction projects or an administrative position.
 
What to Expect
This position requires inspection and testing work that is performed outdoors in inclement weather on construction sites in daytime or nighttime; work is often performed next to high-speed traffic and on steep or uneven terrain. 
 
Among the varied range of responsibilities held within this role, the Transportation Technician 3 will:

  • Gather samples of materials in the field; manipulate and/or transport materials and equipment to and from the field; perform material testing.
  • Interpret material test results and communicates this data to others; write and track material deliveries.
  • Perform on-site review inspection on active highway construction projects; check for conformance to plans and specifications; validate complete and accurate field records; review quality, quantity and prepare pay estimates.
  • Serve as an assistant to the Project Inspector; act as roving assistant inspector.
  • Perform construction Quality Verification inspections on active highway construction projects; assist in the creation of audit checklists for conformance to plans, specifications and contract documents; review Design-Builder’s schedule, WSDOT materials testing frequencies, Disadvantaged Business Enterprise (DBE) requirements, and Design-Builders file system.
  • Assist in the preparation of design documentation; assist in preparation of plans, estimates, special provisions, specifications and other information needed for completion of plans, specifications and estimates (PS&E).
  • Assist in the preparation, processing and generation of progress estimates and reviews and verify payment documentation; compile wage and equipment rates; monitor and adjust all payments for materials on hand. 
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT1 or TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At the TT1 level, the following is preferred: 
  • Graduation from high school or GED equivalent.
 
At the TT2 level, the following is required:
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields. OR-
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR-
  • Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent.   (College level or vocational/technical course work in engineering, drafting, survey, mathematics or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.) OR-
  • Three (3) years of experience as a Maintenance Technician, one (1) of which must be as a Maintenance Technician 2.
 
At the TT3 level, the following is required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent. OR-
  • A Bachelor's degree in Engineering or similar field. OR-
  • Certification as an Engineer-in-Training. OR-
  • A Land Surveyor's license.

In addition to the above, the following is also required:
  • Working knowledge of basic math to solve engineering problems.
  • Working knowledge and understanding of the PS&E preparation process.
  • Basic knowledge and understanding of contractor/owner relationships and contract administration.
  • Working knowledge of preparing and reviewing engineering plans and specifications for compliance with established standards.
  • Skills to work independently and handle multiple assignments.
 
It is preferred that qualified candidates also have:
  • As an assistant designer, knowledge of Microstation & InRoads for drafting plan sheets and displays.
  • A bachelor’s degree with emphasis in engineering, math, science or equivalent college education and two (2) years of experience as a Transportation Technician 2 or equivalent.
 
Important Notes 
  • This position offers flexible/hybrid remote work options.
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level, however the in-training plan will allow candidates to be considered as a Transportation Technician 2 or Transportation Technician 1 if not qualified at the highest  level.
    1. Transportation Technician 1: $40,812 – $54,492 
    2. Transportation Technician 2: $50,592 – $68,076
    3. Transportation Technician 3: $57,324 – $77,028
