The Opportunity
WSDOT is currently seeking a Transportation Engineer 3 for the Tacoma Project Engineering Office (PEO) to be responsible for managing, mentoring, and assigning work to a team of engineers and technicians performing design and developing Project, Specifications, & Estimates (PS&E) in support of transportation projects. This position also is responsible for managing construction inspection and materials testing in support of construction administration. This position supports WSDOT’s mission by ensuring highway construction projects are designed and constructed in compliance with WSDOT standard specifications, contract specifications and contract plans.
 
What to Expect
Among the varied range of responsibilities held within this role, the Design and Construction Engineer will:

  • Develop and complete preliminary estimates, design documentation, and PS&E’s for projects.
  • Provide supervision and guidance to designers and technicians in the preparation of environmental documentation, access control plans, right-of-way plans and hydraulic reports.
  • Evaluate deviations from established standards or practices and oversees the preparation of supporting documentation for approval authorities.
  • Oversee assembly and distribution of design documentation and PS&E packages for review and/or approval; coordinate with other Region and Olympia Service Center offices to coordinate design and resolve issues on projects; meet with outside agencies and private parties to discuss, plan, and coordinate projects.
  • Provide supervision and guidance to inspectors and technicians in inspection procedures, requirements, and materials documentation preparation.
  • Responsible for day-to-day contract administration of assigned construction projects; prepare contract correspondence, review required contract documents generated by construction projects and prepare change order documentation.
  • Perform field visits safely and ensures that employees are following WSDOT safety policies when out in the field.
 
Construction work is performed outdoors in inclement weather on construction sites in daytime or nighttime. Exposure to hazards may include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year as a Transportation Engineer 2 or equivalent design engineering experience.
  • Ability to manage and deliver multiple projects involving a variety of resources, support groups and other agencies.
  • Experience performing mathematic calculations in an accurate and concise manner.
  • Proven skills in reading and accurately interpreting design, contract plans and specifications, and related construction documents.
  • Proven interpersonal skills or supervisory experience to effectively supervise, mentor, and train staff members, including planning, scheduling, and tracking the activities of staff.
  • Experience in being able to effectively work both individually and within a diverse team environment.
  • Proven skill to examine, develop and propose alternate solutions to complex elements of a project.
  • Knowledge and understanding of engineering principles, methods and practices as well as a working knowledge of standards related to contract administration and documentation.
  • Knowledge and understanding of contractor/owner relationships and basic contract law.
  • Experience reviewing engineering plans and specifications for compliance with established standards.
  • Skills related to computer applications involving databases, word processing and spreadsheets.
  • Valid Driver’s license.
 
It is preferred that qualified candidates also have:
  • A Bachelor’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.
  • Certification as an Engineer-in-Training or Professional Engineering License in Civil Engineering or related discipline.
