Job Description:

This position exists to provide support to maximize the beneficial use of waters of the state, and facilitate the above by conducting engineering and hydrologic investigations pursuant to Colorado Revised Statutes, rules, regulations, and policies of the State Engineer and Colorado Ground Water Commission.  

Main position duties include but are not limited to: 
  • Analyzes applications for exempt or small-capacity well permits, approves or denies. 
  • Analyzes  applications for non-exempt or large capacity well permit applications and recommend their approval or denial.
  • Reviews water court cases and provides information concerning these cases to the Supervisor and senior engineering staff.  
  • Reviews requests for approval of substitute water supply plans to determine if they can operate without causing injury to other water rights.  
  • Reviews replacement plans within the designated basins to determine if they can operate without causing injury to other water rights.  
  • Processes Determination of Water Right applications with the Designated Basins. 
  • Processes Determination of Facts related to water court applications.  
  • Reviews submittals from County planning departments of applications for divisions of land as to the adequacy of water supply for the proposed projects.   
  • Evaluates certain applications to change existing water rights within the Designated Basins and recommend denial or approval of such applications.  
  • Reviews referrals from other State and Federal agencies.  
  • Provides support to the State Engineer, Division Engineers and the Ground Water Commission Staff, and consults, assists, advises, and confers with water users and/or their attorneys and engineers.  
  • Conducts engineering, hydrologic, and geologic investigations pursuant to Colorado Revised Statutes, rules, regulations, and the policies of the State Engineer and Ground Water Commission.  
  • Participates in technical review of Ground Water Commission hearings involving legal water rights and make recommendations concerning these cases to the Ground Water Commission and the Attorney General’s Office.   
  • Participates in technical review of water court applications and makes recommendations concerning these cases to the Division Engineer and the Attorney General’s Office.  
 
Other duties as assigned.
