About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT Public Transportation Division is seeking candidates with a passion for sustainable transportation! Our newest Transportation Engineer 4 In-Training will provide technical expertise and engineering assistance for more than $200 million in public transportation capital improvement projects. The successful candidate will be standing up a new program to help the state improve safety and lessen the environmental impact of transit centers, bus shelters, maintenance facilities, and other transit related facilities.
 
Our ideal candidate will have a keen interest in learning new things and a desire to teach and advise others in sustainability and green technology, especially as they apply to transportation projects. The person in this position will collaborate with a variety of internal and external stakeholders to ensure alignment between WSDOT and its grantees regarding activities in scoping, planning, designing, and construction of green transportation projects.  

What to Expect
Among the varied range of responsibilities held within this role, the Capital Projects and Green Transportation Infrastructure Support Engineer will:

  • Work with statewide green transportation, electrification, and alternative fuels experts to assist with the transition to zero emissions alternatives.
  • Research and keep current on best practices to serve as the division's expert on green transportation policies and compliance.
  • Provide engineering perspective and support for the installation of charging stations and construction of other alternative fueling infrastructure for transit fleets, including support in the development of zero emissions transition plans.
  • Review, prioritize, and manage public transportation projects based on schedules, budgets, scopes, risks, and opportunities. Provide support to ensure projects follow state and federal guidance for electrification and transition to zero emission fuel types.
  • Provide oversight, and support for design and construction engineering activities for projects funded by the division's grant programs.
  • Establish guidelines to enable grant recipients to start the scoping process for projects based on criteria required under each of the division's grant programs.
 
Qualifications
This is a Transportation Engineer 4 (TE4) position. However, the hiring manager reserves the right to fill the position at a lower level, Transportation Engineer 3 (TE3) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
At the Transportation Engineer 3 level, the following is required:
  • Bachelor's degree involving major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, environmental, architecture, or rural/urban areas development and planning. 
AND 
OR 
  • Three (3) years of experience with construction projects, understanding of policies and engineering principles, and using professional judgement and techniques to analyze, evaluate, and solve transportation problems.
 
At the Transportation Engineer 4 level, the following is required:
  • Bachelor's degree involving major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, environmental, architecture, or rural/urban areas development and planning. 
AND 
OR 
  • Five (5) years of experience with construction projects, understanding of policies and engineering principles, and using professional judgement and techniques to analyze, evaluate, and solve transportation problems.
 
(A Master's degree in one of the above fields or a closely related field will substitute for one year of the required experience).
 
In addition to the qualifications above, the following qualifications are preferred
  • Experience interpreting state and federal laws, writing/clarifying policies, and improving processes and guidance.
  • Experience leading new engineering or planning efforts by coordinating between diverse stakeholders to reach consensus on complex issues.
  • Experience coordinating the delivery of construction projects, including infrastructure related to transportation programs.
  • General knowledge of electrification and transition to zero emission fuel types.
  • Knowledge of State and Federal public transportation grant processes and subsequent state and federal requirements and regulations.
  • Experience developing tools to monitor progress on construction projects and report potential risks.
  • General knowledge of best practices, industry standards, regulatory agency rules, and agency policies and procedures related to the public transportation industry.
  • Experience with strategic thinking or dealing with complex problems.
  • Ability to administer and ensure contract compliance and delivery status at the project and program levels.
  • Ability to understand, interpret, and analyze complex engineering data and information for clear reporting.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.
  • This position offers flexible/hybrid remote work options.
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Engineer 4 level, however the in-training plan will allow candidates to also be considered as a Transportation Engineer 3, if not qualified at the highest level. The annual salaries for each level are included below:
    • Transportation Engineer 3: $69,756 - $93,840
    • Transportation Engineer 4: $77,028 - $103,572
  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
