Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking a Transportation Planning Specialist 3 to serve as a Planner within the Public Transportation Division Office located in Seattle, WA. The individual in this role must be knowledgeable and experienced in transportation demand management, public engagement, and multimodal programs and policies. The Planner will be responsible for leading ongoing operations associated with statewide transportation demand management programs, leading statewide transportation demand management engagement activities, and supporting competitive grant development, solicitation, evaluation, and contract management. The successful candidate will also plan and conduct research on transportation demand management, active transportation, and other multimodal program areas. Our top candidate must have exceptional communication skills, as this position will engage with internal and external partners to facilitate collaborative decision making.
What to Expect
Among the varied range of responsibilities held within this role, the Planner will:

  • Ensure manuals, guidebooks, program guidance are up-to-date and are shared with stakeholders.
  • Support program performance, data collection, and technical assistance. 
  • Design, schedule, and facilitate stakeholder meetings, workshops, and trainings with a focus on continuous improvement.
  • Document and summarize meeting, workshop, and training outcomes.
  • Format and disseminate workshop results, data, and input; incorporate data into corresponding planning and policy documents. 
  • Develop criteria in accordance with legislative direction, program intent, and stakeholder feedback.
  • Identify, evaluate, and refine performance metrics.
  • Lead and manage grant solicitation process, technical support, and evaluation.
  • Plan and conduct advanced transportation studies and policies and plan development projects related to trip reduction.
  • Evaluate multidimensional and complex policy issues and plans that have division, agency or public transportation industry-wide applications and impacts.
To be considered for this opportunity, the following are required:
  • Two (2) years of professional transportation experience involving policy analysis, evaluation of transportation issues and problems, advocacy, program management -OR- two (2) years as a Transportation Planning Specialist 2 or equivalent classification in city or county agencies. 
  • Knowledge and experience in transportation demand management, multimodal transportation networks and their use and multimodal transportation planning, policy, analysis, and project delivery.
  • Skills to communicate effectively within interdisciplinary teams and share accurate and pertinent information in a timely manner.
  • Ability to participate in, facilitate and support conflict resolution and provide feedback in an open, constructive, and professional manner.
  • Demonstrated experience with taking policy proposals through the rulemaking and legislative process.
  • Ability to evaluate and interpret law, RCW, rules, complex regulations, policies, budgets, and guidance.
  • Knowledge of local, state, and federal law rule making processes.
  • The ability to manipulate and transport up to 40 pounds of equipment/tools. 
  • The ability to use computers and a variety of software, including Excel, Word, and Outlook.

It is preferred that qualified candidates also have:
  • Bachelor’s degree involving major study in planning, public policy, or administration; transportation; math or statistics; computer science; engineering; social science; or related field.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County.
