The Opportunity
WSDOT Environmental Services Office is currently seeking a Transportation Planning Specialist 4 to fill the vacancy of a Stormwater Retrofit Outreach and Innovation Lead in Tumwater, WA. In this role, you will support WSDOT’s mission by contributing to the Stormwater Retrofit program that aims to reduce toxicity, aid salmon recovery, reduce health disparities and restore ecosystem health. What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Develop, lead, and maintain a broad and consistent communication strategy to emphasize the importance of WSDOT stormwater retrofit work and its benefits.
  • Keep multiple technical disciplines and programs, project delivery teams, key delivery partners, NGOs, government agencies, elected officials, tribes, and communities engaged and informed about progress toward meeting program level goals through a variety of publications, collaboration forums and online media.
  • Lead the Stormwater Branch in compiling reports due to the Legislature on WSDOT’s progress on efforts to reduce toxicity of stormwater and updates plans for future program delivery.
  • Coordinate delivery strategies with CPDM, design teams and design support groups.
  • Monitor program delivery, help track proviso expenditures, assist with troubleshooting, and look for opportunities for continuous improvement.
  • Track money spent on standalone retrofit program and area treated.
  • Make connections with local counties and municipalities to look for regional stormwater parks that teat super outfalls with multiple benefits to multi-modal transportation networks and communities.
  • Provide representation for WSDOT in national and statewide interdisciplinary teams formed to solve complex issues around stormwater toxins and salmon recovery.
  • Work with internal and external partners and regulatory agencies to identify and remove barriers to innovative green infrastructure stormwater BMPs.
  • Look for ways to increase options for off sight stormwater management concepts such as banking, Fee-in-lieu, or advance stormwater retrofit projects.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor’s degree with major of study in Environmental Sciences, Planning, Policy, Environmental Education, Biology, Communications, or a closely related field OR four (4) years of professional work experience to substitute degree.
  • Three (3) years of professional work experience performing all the following:
    1. Analyzing environmental data and developing environmental documentation.
    2. Designing engaging presentations and/or curriculum for transportation or other linear infrastructure projects. 
    3. Using MS Office programs to develop charts, graphs, presentation slides, and other effective presentation materials. 
(Note: A Master’s degree in one of the above fields will substitute for one (1) year of the required experience.)
 
  • Basic knowledge of: 
    1. Federal, state, and local agency environmental laws and regulations that apply to transportation or other linear infrastructure projects.
    2. Fundamental communication strategies, including but not limited to the effective development and delivery of engaging material to a diverse group of learners.

It is preferred that qualified candidates also have:
  • Community engagement experience.
  • Successful completion of negotiation training.
  • Tribal relations experience.
  • Stormwater Management experience. 
  • A valid driver’s license.
