The Opportunity
WSDOT is seeking to fill two Transportation Engineer 3 vacancies located in Spokane, WA. These positions support delivery of the Rail, Freight and Ports Division Connecting Washington, Move Ahead Washington and Freight Rail Assistance projects on the Palouse River and Coulee City Rail System (PCC); by performing transportation engineering to produce and/or support the development of engineering studies, development of plans, contract specials, estimates, technical reports, construction engineering, consultant management and development of agreements. In these roles, you will be responsible for initiating and participating in the development of Pre-Activity Safety Plans and Work-site Safety Review, participating in the implementation of the Statewide Asset Management Program as it applies to the PCC Rail System and mentoring and identifying training needs of team members, ensuring that they obtain the necessary training for career development and the success of the projects. These positions require independent work, and also direct the work of other engineers, technicians, and consultants. What to Expect
Among the varied range of responsibilities held within this role, the Railroad Lead Design Engineer will:

  • Perform scoping of capital projects by identifying priority needs of the PCC branch lines, scaling work to budget, while developing schedule and estimate.
  • Work directly with railroad operators to identify capital needs for each Branch.
  • Develop long term Asset Management Plan for future PCC revenue streams, such as, Move Washington Ahead and Connecting Washington funds.
  • Direct and develop Plans, Specials and Engineers Estimates for advertisement.
  • Development of project designs and/or review complex engineering plans, reports, estimates, and/or contracts such as hydraulic reports, materials analysis, and PS&E's.
  • Conduct on-site project reviews and meetings to communicate project goals and monitor compliance with applicable specifications.

Among the varied range of responsibilities held within this role, the Railroad Lead Construction Engineer will:

  • Direct construction and/or review complex engineering plans, reports, estimates, and/or contracts such as hydraulic reports, materials analysis, and PS&E's; develop project specific railroad special provisions.
  • Assist as Statewide Subject Matter Expert (SME) on railroad materials and Other Track Material (OTM). 
  • Manage all Project Inspectors during construction.

Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year of experience as a Transportation Engineer 2; OR three (3) years of experience in railroad track construction or design, or equivalent experience.
  • Proven experience delivering complex projects on-time and on-budget.
  • Experience in developing and delivery of plans, specification, and estimates or construction, construction administration.
  • Experience in the development and management of legal contracts and agreements.
  • Experience in communicating, negotiating, and partnering with internal and external stakeholders.
  • Experience in building and sustaining effective teams, forming partnerships with external groups, leading change processes, and evaluating and implementing process improvements.
  • Experience in developing, reviewing, and providing quality oversight of schedules, budgets, risk identification and estimates.
  • Proficient in Microsoft Office.
  • Familiarity with MicroStation.
  • The ability to traverse and move about the railroad corridor for the purpose of site investigation and/or inspection. 
  • A valid driver’s license. 

It is preferred that qualified candidates also have:
  • Licensed Professional Engineer in Washington State.
  • Knowledge and ability to successfully implement and deliver projects on time and within budget, administer WSDOT contracts, policies, and guidelines and to effectively manage and monitor project level budgets. 
  • Experience with WUTC or FRA regulations governing freight railroads.
  • Experience in resiliency planning and implementation.
  • Experience in development and delivery of WSDOT PS&E packages.
  • Experience in construction administration or construction of WSDOT contracts.
  • Experience with railroad track design, construction, inspection, and safety standards.
