The Opportunity
WSDOT Environmental Services Office (ESO) is currently seeking a Transportation Planning Specialist 4 (TPS 4) to serve as the Fish Passage Monitoring and Performance Coordinator in Olympia, WA. The Fish Passage Barrier Correction Program is a highly technical and complex program of major size, scope, and impact, and is directed at complying with the March 2013 US District Court Permanent Injunction regarding Culvert Correction. The TPS4 in this position has fish passage expertise and conducts critical program evaluations for the delivery of WSDOT’s fish passage program through planning, and supports the inventory, prioritization, scoping, design, construction, and monitoring of projects. The Fish Passage Monitoring and Performance Coordinator will represent WSDOT in meetings with external stakeholders, including regulatory agencies and tribes. This position also provides critical program evaluations and leads fish passage monitoring, data analysis, and adaptive/performance management, while supporting the delivery of WSDOT’s Fish Passage Program. This position is a professional fish passage biologist who supervises and coordinates the Fish Passage Monitoring Team within the Environmental Services Office.
 
What to Expect
Among the varied range of responsibilities held within this role, the Fish Passage Monitoring and Performance Coordinator will:

• Plan, coordinate, and implement a comprehensive strategy for monitoring of WSDOT fish passage sites 
• Schedule field work for monitoring fish passage sites. 
• Train, supervise, and coordinate Fish Passage Monitoring Team.
• Provide leadership for fish passage monitoring activities including data collection and analysis, technical report writing, and make recommendations for adaptive/performance management when necessary.
• Plan, schedule and facilitate quarterly meetings with HQ Hydraulics and Region staff to discuss monitoring results and performance management needs. 
• Track and oversee performance management of sites. 
• Research and develop appropriate monitoring techniques to achieve program goals.
• Provide guidance, technical advice, and information on fish passage to WSDOT technical and professional staff. 

• Bachelor of Science or graduate degree in biology, ecology, ecological restoration, fish and/or wildlife science, environmental studies, or closely aligned field. 
• Five (5) years professional experience in fish passage, including barrier assessment, prioritization, design, construction, and monitoring. 
• Understanding of fluvial and geomorphic processes. 
• Knowledge of fish ecology/biology. 
• Knowledge of aquatic habitat restoration and fish passage barrier correction techniques and construction methods.
• Ability to read and understand construction drawings. 
• Experience with aquatic habitat assessment methods and the collection of biological data. 
• Strong oral and written communication skills. 
• Ability to effectively communicate complex information to diverse groups. 
• Good file management, organization, and documentation skills. 
• Experience using Excel, Word, PowerPoint, and ESRI GIS software programs. 
• Possession of a valid driver’s license.

• Knowledge of WSDOT project delivery process. 
• Knowledge of fish passage barrier correction standards and rules in Washington State. 
• Knowledge of federal, state, and local project environmental permit requirements. 
• Meet United States Fish and Wildlife Service (USFWS) and National Oceanic and Atmospheric Administration (NOAA) Fisheries requirements as a qualified electro fisher operator.
