Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity

WSDOT is currently seeking an Office Engineer to help ensure that projects are within scope, schedule, and budget. The Office Engineer is responsible for guaranteeing that the administration of construction projects complies with WSDOT established business practices, contract requirements, and state and federal regulations. The Office Engineer will also ensure that the contractors receive fair compensation, so that the people and businesses of the State of Washington will be provided with safe, reliable and cost-effective transportation options.
 
What to Expect

Among the varied range of responsibilities held within this role, the Office Engineer will:

  • Supervise and manage the office engineering functions including change management processes, track, review, and monitor of submittals, and manage the preparation of contract payments. 
  • Ensure contract compliance, manage documentation, and close out completed contracts.
  • Assist with project controls and financial reporting and forecasting.
  • Draft response letters for the Project Engineer to review and sign for all project issues, disputes, or protests.
  • Coordinate PS&E reviews between designers, plan reviewers, and the construction office.  This includes providing comments on all PS&E reviews, compiling comments from other reviewers within the office, and attending all round table meetings.
  • Assist with managing data entry into contract management software including CAPS, CCIS, SharePoint, Contract Manager/Unifier. This includes managing project mailboxes for each project.
  • Provides contract inspection in emergency situations and conducts visual inspections for fabricated items at fabrication plants.
  • Mentor staff to develop engineers and technicians by providing or arranging training, performing timely performance evaluations for all assigned team members, and reviewing and approving team member time sheets.
 

 

Qualifications

To be considered for this opportunity, the following are required:

  • One year of experience as a Transportation Engineer 2 or equivalent experience in construction administration.
  • Possess a valid Washington State driver's license.
  • Fluency in the use of computer applications including Primavera P6, Unifier/Contract Manager, CCIS, SharePoint, MS Office (Word, Excel, and Outlook).
  • Strong mathematics skills to solve engineering problems of varying complexity.

 

It is preferred that qualified candidates also have: 

  • One or more years of experience directing work for two or more technical/engineering staff.
  • One or more years of experience in roadway related contract administration.
  • Three years of progressively responsible civil engineering experience.
  • Bachelor’s degree in Civil Engineering (BSCE) or Engineer-In-Training Certificate (EIT) in civil engineering.

  • Travel is a regular part of the position.
