Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently looking to fill a senior level manager role within the agency’s Bridge and Structures Office located in Tumwater, WA. This position assigned to the Bridge Preservation Office, will be tasked with managing two regional bridge inspection teams as well as the Special Structures inspection team and ensures that those teams performing bridge inspections are in compliance with National Bridge Inspection Standards (NBIS) and the National Tunnel Inspection Standard (NTIS). The role of the successful candidate will also be to provide leadership, support, guidance, and mentoring in order to achieve these goals.
 
What to Expect
This senior level manager position in the Bridge & Structures Office contributes to WSDOT’s mission of providing safe, reliable, and cost-effective transportation by supporting the bridge inspection managers and by providing technical expertise to support preservation of the bridges and tunnels on the state highway system.
 
Among the varied range of responsibilities held within this role, the Bridge Condition Engineer will:

  • Manage Bridge Preservation Office structural inspection programs and budgets.
  • Manage and publish the Washington State Bridge Inspection Manual (WSBIM).
  • Oversee emergency response services to regions when state bridges are damaged or lost due to vehicle collision, advanced deterioration, or natural phenomenon such as winds, floods, or earthquakes.
  • Provide technical support and assistance to regions and other agencies.
  • Oversee the quality management of Bridge Preservation Office structural inspection work and reporting.
  • Maintain knowledge of regulations and best practices impacting inspection, load rating, non-destructive evaluation methods, and structure maintenance and preservation.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor’s of Science in Civil Engineering (or closely related field) at an ABET accredited university.
  • Washington State license as a Professional Engineer (PE) or ability to obtain this within one (1) year of hire.
  • Meet the requirements of the qualifications of “Program Manager”, per 23 CFR 650 subpart ‘c’ section 309(a) and for tunnels 23 CFR 650 subpart E section 509 (a).
  • Prior engineering and management experience in the areas of structure preservation, design, and rehabilitation.
  • Prior experience performing NBIS bridge condition inspections and fracture critical inspections.
  • Meet the qualifications of a bridge inspection Team Leader in Washington State and be capable of performing bridge inspections.
  • Meet the qualifications of a tunnel inspection Team Leader in Washington State and be capable of performing tunnel inspections.
  • Valid driver’s license.

 Knowledge of the following: 
  • The National Bridge Inspection Standards program and all related federal requirements 
  • Principles of management, including project management 
  • Budget development, management, and tracking techniques 
  • Structural design/analysis, inspection/repair/painting/special structures and codes governing this work
  • Long-range strategic planning techniques 
  • Human resources rules and procedures 
  • Bridge construction practices and governing codes 
  • Staff development and training 
  • Washington State laws (WAC's and RCW's) and legislative processes affecting bridges 
  • Consultant agreements/negotiations 
  • Special inspection techniques 
  • Non-destructive testing practices 
  • Sign bridge inspection 
  • Emergency and disaster response
 
It is preferred that qualified candidates also have:
  • Skills and/or ability to: 
    • Assimilate, understand, and resolve complex structural issues 
    • Communicate effectively orally and in writing 
    • Make technical presentations to peers at the local and national levels, and to industry groups 
    • Coach and mentor professional engineering staff 
    • Perform long-range strategic planning and policy development on Bridge Preservation issues 
    • Propose related AASHTO specifications, studies, and enhancements 
    • Effectively apply interpersonal relationship skills 
    • Work at heights exceeding 100 feet, in confined spaces and over waterways 
    • Operate power/jet boats, small trucks, UBIT & bucket trucks.
