In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT has an exciting opportunity for a highly experienced maintenance and operations management professional who has exceptional leadership skills and the initiative to deliver the South Central Region-wide Crews Maintenance program. The successful candidate will have the high-profile responsibility of directing the maintenance, operation, and preservation of bridges and structures, WSDOT facilities and buildings, signals, signing, striping, traffic information systems, electrical & illumination systems throughout the Region. The development and sustaining of public confidence is imperative and therefore this individual must have unparalleled ability to plan, coordinate, and lead activities with a strong customer-focus.
 
In addition, this position will provide staff a balanced workplace, promoting training and development for professional growth and upward mobility, employee safety, workforce diversity, and pride in ownership.  This position is critical in ensuring highway infrastructure is maintained in good working order to allow for uninterrupted movement of people and commerce across the state. The ideal candidate will be a strategic leader with in-depth knowledge of maintenance operations and practices.

What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Lead and direct the delivery of routine and emergency maintenance and operational activities consistent with program goals and priorities for 7 region-wide, specialized crews.
  • Develop, administer, and monitor the maintenance budget.
  • Work with business partners to formulate strategic direction of short-term goals and long-range plans to meet the needs of the agency and the community at large.
  • Administer regional repair and maintenance activities for the regional signal, ITS, and electrical crews. Coordinate with Traffic office on new regulations and technology. Direct and oversee repair records and Inventory.
  • Direct the Raised Recessed Pavement Marking/Tri-Region Bridge Crew maintenance program for the South Central, North Central, and Eastern Regions.
  • Manage public relations responding verbally and in writing to public inquires pertaining to Department matters, addressing complaints, and mitigating liability.
  • Maintain responsibility for emergency management and disaster preparedness procedures.
  • Oversee the implementation of policies and practices that support employee diversity, career development, training, and recognition.
  • Ensure proper application of Civil Service rules, collective bargaining agreements, and personnel policies, as well as environmental, safety and other state/federal regulations.
  • Represent maintenance with the highway construction program.
  • Direct Investigations of public or governmental Inquires, complaints, or concerns providing a timely response. Conduct and attend meetings with government and private agencies, community groups and individuals to foster better relations, coordinate work activities, resolve areas of concern and Improve the Department's public Image and confidence.
 
Qualifications
To be considered for this opportunity, the following are required:
  • A high school diploma or equivalent.
  • Valid Driver License. 
  • Minimum of four (4) years of progressively responsible supervisory experience in all elements of operations and maintenance of highways, construction management, civil engineering, or closely related field. Experience to include supervising multiple crews with specialized job assignments, budget delivery, inventory control, equipment management, purchasing responsibilities, contract administration and providing employee training & safety programs.
  • Management: This position must be able to convey a strong strategic direction and provide sound tactical guidance in all areas, from creating and managing an annual operating budget of $8 million, to managing 40employees working in skilled positions, to the application and enforcement of the laws of the State of Washington, the Federal Government and the Department. Use the Maintenance Accountability Process for monitoring Level of Service for maintenance activities. To know understand, evaluate. measure, and practice the concepts and core values that are fundamental to the successful delivery of our program.
  • Technical: This position is required to have specific technical knowledge which is unique to those involved in the field of bridges and structures, signing, striping, signals, illumination, RRPM, and traffic information systems. It is imperative that this position have knowledge of Structural, Electrical, Environmental, and Mechanical components. Must possess the ability to read and interpret Highway Construction Plans, but also schematics, shop drawing, electrical and mechanical drawings down to the component level, welding procedures etc. This position must be well versed in the Environmental Arena. With structures that cross waterways, this position must emphasize with field crew personnel the importance of Endangered Species Act, BMP's, 40 rules, and other environmental requirements.
  • Public Relations: This position brings with It a very high level of visibility due to the critical role our structures, signing, striping, and signals play in the Regions transportation network. It is essential for this position to possess excellent communication skills and abilities to effectively communicate to the public and represent our Region and Department in various types of situations. During times of emergency response this position must possess the skills and ability to determine the need for partial or total closure of affected structures.
  • Manage and negotiate conflict and operational resolutions, effectively delegate.
  • Manage and prioritize multiple crew and maintenance schedules and projects.
 
It is preferred that qualified candidates also have:
  • Minimum of ten (10) years of progressively responsible supervisory experience in all elements of operations and maintenance of highways, construction management, civil engineering, or closely related field. Experience is to include supervising multiple crews with specialized job assignments, budget delivery, inventory control, equipment management, purchasing responsibilities, contract administration and providing employee training & safety programs.
  • Experience managing large work forces, up to 35+ employees and including management experience in supervising multiple supervisors.
  • Experience in development and management of complex budgets up to $7.6 million biennial.
  • Experience in assessing, planning, and implementing emergency procedures quickly, understanding of highway construction projects and ability to read and understand construction plans.
  • Plan, review and Implement emergency operations such as winter storms, and natural disasters.
  • Knowledge of Structural, Electrical, Environmental, and Mechanical components.
  • Ability to make Field Assessments.
  • Proficiently operate computers and work with maintenance management systems.
