About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT Project Propel is seeking a Management Analyst 3 to serve as the Technology Transformation Analyst. This is a remote project position expected to last through December 31st, 2025. As a member of Project Propel's Technology Implementation Workstream, this position will assist in developing and maintaining technical documents and analyzing documents and system requirements for business and technical workstreams. While this position is not part of the IT series, it is well suited for someone with technical proficiency and experience. Project Propel is supporting One Washington’s efforts to modernize technology and administrative business functions related to finance, procurement, budget, human resources, and payroll. Project Propel will focus on modernizing WSDOT’s business processes and supporting WSDOT employees through the transition to the new statewide enterprise system, WorkDay.
 
What to Expect
Among the varied range of responsibilities held within this role, the Management Analyst 3 will:

  • Analyze documents, processes, and business requirements while advising stakeholders, workstream leads, and management on potential impacts.
  • Assist business and technical workstreams to ensure all rules, policies and guidelines are in compliance with Generally Accepted Accounting Principles (GAAP), federal regulations, State Accounting and Administrative Manual (SAAM) policies, RCWs and WACs.
  • Assist with coordination of the system remediation efforts for Project Propel.
  • Act as liaison between the business and technical workstreams
  • Participate in fact finding meetings.
  • Conduct research to identify all related functional design documents.
  • Include analysis and supporting documentation to the request ticket.
  • Assist in creating and maintaining technical design artifacts (TDAs).
  • Act as initial point of contact for technical inquiries from Propel project members and ensures they are routed to appropriate technical workstream.
  
Qualifications
To be considered for this opportunity, the following are required:
  • A Bachelor’s degree (Additional relevant experience may substitute for a degree). 
  • Three (3) years of experience in any of the following:
    • Analyzing business policy and procedures
    • Facilitating changes in business processes or systems
    • Conducting business research to provide recommendations to management
    • Using analytical problem-solving methods or process improvement methods.
  • Critical analytical thinking and judgement skills. 
  • Strong organizational and prioritization skills.
  • The ability to effectively communicate complex information orally or in writing.

It is preferredthat qualified candidates also have:
  • Experience with WSDOT systems. 
  • Government experience. 
  • Experience on large, complex business transformation or system implementation projects. 
  • Understanding of technical terminology. 
  • Exposure to application development, integration development or data lakes.
