This position’s primary responsibility is to provide strategic support and work closely with the leadership team as a subject matter expert in all aspects of the Coal Combustion Residue (CCR) Program with an emphasis on dam safety and design.  This position will also provide technical support in the review of tailings storage facility (TSF) design reports prepared on behalf of mining companies to evaluate the geotechnical aspects of tailing facility design and operation.


Primary Duties:
  • Reviews CCR permit applications and reports prepared on behalf of utility companies to evaluate the technical aspects of facility design and operation. This will include but not limited to: review of design drawings, specifications, and calculations; slope stability analysis; static liquefaction analysis; seepage studies; dewatering and capping of CCR surface impoundments; and construction over closed or closing CCR surface impoundments.
  • Conducts inspections of CCR structures such as dams, landfills, and cooling ponds, as needed.
  • Prepares thorough and accurate inspection reports, correspondences, and documentation related to CCR Program.
  • Reviews TSF design reports prepared on behalf of mining companies to evaluate the geotechnical aspects of tailing facility design and operation as related to slope stability and safety. This will include but not limited to: design drawings, specifications, calculations, geotechnical investigation, slope stability analysis and related stormwater management design.
  • Performs other duties as required/assigned.


Minimum Requirements:
  • Bachelor’s degree in environmental/civil/chemical engineering.
  • Requires 12 years’ experience (Master’s degree may substitute for 2 years exp., Doctorate may substitute for 4 years exp.).  Professional Engineer (PE) certification through the Arizona Board of Technical Registration required.
  • At least 5 years of experience with the Federal CCR program with the construction and design of impoundment dams, cooling ponds, landfills and water pumping operations.
  • In State Travel is up to 10% of this position’s time to inspect CCR facilities.
  • Advanced knowledge of environmental and regulatory requirements related to CCR products, dams, landfills, and effluent permits.
  • Excellent communication skills to facilitate resolution of projects and problems.
  • Proficiency in computer applications applicable to specific work field/discipline.
