The Opportunity
WSDOT is currently seeking a Traffic Design Technician 3 in Vancouver, WA. In this role, you will support WSDOT’s mission to ensure highway construction projects are designed and constructed in compliance with standard specifications and contract plans. This is accomplished by assisting in preparation of contract plans, specifications, estimates, reports, and other documents that will be used to improve the safety, quality, and capacity of the State’s Transportation System.
 
As a Traffic Design Technician, you will also assist the Traffic Operations Engineer in speed limit changes, miscellaneous signing requests, pavement marking plan reviews, database maintenance and field assessments. This position will perform traffic studies including speed studies, ball banking, average daily traffic data (ADT), turning movement counts, peak hour counts, occupancy, pedestrian counts, travel times, and vehicles classifications, and process and store field data for analytical use and constituent response.
 
This position serves as a fundamental role in assisting in the design of illumination, signals, signing, ITS and other such electrical design and supports the department’s mission by focusing on the goals of the Strategic Investments, Modal Integration, and Smart Technology in relationship to reliable highway operations and improved safety.
 
What to Expect
Among the varied range of responsibilities held within this role, the Traffic Design Technician 3 will:

  • Perform a variety of skilled project development work in support of SWR Traffic designers.
  • Set up and maintain physical and electronic project design file system and files.
  • Assist in preparing design documentation, calculations, reports, contract documents, etc. using field data and following design manual criteria.  
  • Assist in preparing plans, estimates, special provisions, specifications, and other information needed for completion of plans specs and estimates (PS&E). Assist in preparing project scoping definitions.
  • Perform field site assessments and gather field data.
  • Research highway vicinity as-built information and traffic data.
  • Use computer aided engineering software to provide drafting support to engineer, developing engineering designs and plans. Calculate and check quantities for contract bid items. 
  • Assist in preparing cost estimates and sign orders and coordinate with maintenance staff for installation.
  • Gather and analyzing data for field assessments and traffic studies.
  • Interpret highway construction plans, specifications, and special provisions.
 
Qualifications
This is a Traffic Design Technician 3 position. However, the hiring manager reserves the right to fill the position as a Traffic Design Technician 2 or Traffic Design Technician 1, depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
To be considered for the Traffic Design Technician 1 level ($40,812 - $54,492 annually), the following are required:
  • High school diploma or GED
 
To be considered for the Traffic Design Technician 2 level ($50,592 - $68,076 annually), the following are required:
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related field 
OR
  • Completion of an accredited vocational/ technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields
OR
  • Graduation from high school or GED equivalent and two years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. (College level or vocational/ technical course work in engineering, drafting, survey, mathematics, or closely related fields will substitute on a year-for-year basis.) 
OR
  • Three (3) years of experience as a Maintenance Technician, one of which must be as a Maintenance Technician 2.
 
To be considered for the Traffic Design Technician 3 level ($57,324 - $77,028 annually), the following are required:
  • Two years (2) of experience performing semi-skilled technical engineering work as a TT2 or equivalent.

The following are required at all levels:
  • A valid driver’s license.
  • Flagging card or ability to obtain within the first six months of hire.

It is preferred that qualified candidates also have:
  • Proficiency using Microsoft Office, such as Word, Excel, PowerPoint, etc.
  • Willingness and enthusiasm to work with CADD products including MicroStation, SignCad and InRoads.
  • Experience accepting direction and constructive criticism from lead workers and supervisors. 
  • Experience reading and interpreting WSDOT contract plans, special provision, and manuals. 
  • Experience as a construction inspector or within the construction field.

  • This position requires regular travel to and from construction sites to perform work zone review during construction. This position is eligible for telework when performing office duties.
