Job Description:

Under general direction directs, manages, supervises, and coordinates the activities, operations, and functions of the Civil, Structural, Design Technology, Track engineering, within the Engineering Design Division in the Portfolio Service Office (PSO) department of Sound Transit. Assigned as the lead Engineer responsible for resolution of highly technical and complex design, construction, and operational problem analysis in collaboration with other divisions, programs, Departments/Offices, and outside agencies; and provides highly responsible and complex organizational support to the Director of Infrastructure Engineering. In collaboration with Design Managers, Project Directors, and their consultant resources this will verify compliance of engineering processes, procedures, and standards on all projects. 

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Assists the Director of Infrastructure Engineering as lead Engineer in resolution of highly technical and complex design, construction, and operational problem analysis and resolution.

• Directs, manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned projects, services, and functional areas within the division; updates, modifies, recommends and administers policies and procedures. 

• Leads design and construction support work by assigned staff, consultants, and contractors including street work, structures, tunnel and portals, track work, stations, traffic control, drainage, and utilities to ensure adherence to design criteria, engineering standards, technical criteria and procedures, and quality control procedures for civil/architectural design and construction; 

• Directs coordination with other agency technical staff; supports oversight of the work of engineering design consultants to assure adequacy, competence, economy, operational feasibility, and maintainability of design and construction; and assists in the selection and hiring of design consultants and construction contractors. 

• Directs, manages, and oversees the activities of Civil, Structural, Track, and Design Technology staff and provides assistance to the Director of Infrastructure Engineering and others; conducts a variety of organizational studies, investigations, and operational studies; summarizes and analyzes issues and provides recommendations to the Direct of Civil & Structural Engineering on strategies to resolve these issues; recommends modifications to functional areas, policies, and procedures as appropriate; follow-ups to ensure that the issues have been resolved; and responds to and resolves difficult and sensitive citizen inquiries and complaints. 

• Assists the Director in the development and administration of the division’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; ensures that division, and where applicable individual project(s), expenditures and cost estimates are adequately documented and monitored throughout the division and to their completion; review and approve division expenditures; and implement adjustments. 

• Provides support to the department/division and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in civil engineering, or closely related field and six years of civil/structural engineering design and construction experience that includes four years of leadership, budgetary, planning and workforce management experience, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

• Valid state driver’s license.

• Possession of a Professional Civil Engineer license in Washington State, or ability and commitment to obtain one within 6 months of employment.

Required Knowledge and Skills:

• Operations, services, and activities of an engineering, structural and construction programs.

• Senior professional and/or technical expert experiences of industry engineering principles and practices. 

• Advanced understanding of principles and practices of program development and administration.

• Contract and procurement strategies and management principles. 

• Policy and procedure development. 

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities. 

• Advanced principles and practices of governmental budget preparation and administration. 

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases. 

• Principles of supervision, training, and performance evaluation. 

• Performing negotiations, partnering and technical problem solving with local jurisdictions and agencies, utilities, contractors, and community groups. 

• Administration and management of design criteria and specifications. 

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. 

• Outstanding communicative skills including presentation development and public speaking. 

• Preparing and analyzing complex data and comprehensive reports. 

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.  

• Applying appropriate oral and written communication techniques to various individuals. 

• Interpreting and applying applicable federal, state, and local policies, laws, and regulations. 

• Developing and monitoring departmental and program/project operating budgets, costs, and schedules. 

• Supervising, leading, and delegating tasks and authority.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment with frequent visits to construction sites.

• Subject to normally standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.
