The Opportunity
WSDOT is currently seeking a professional engineer to serve as a Project Engineer in Vancouver, WA. In this role, you will provide leadership for a Project Engineering Office that will primarily manage consultants delivering assigned projects within the SW Region design and construction program. This includes consultant procurement and management, project development, stakeholder and community outreach, region and HQ support office coordination, and construction contract administration for the projects assigned. The Project Engineer provides guidance and recommendations to ensure that projects are designed in accordance with WSDOT’s Strategic Plan, which provides the vision, mission and values of the agency. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.
 
What to Expect
This position leads an office of 6-8 professional and technical staff. Office workforce will be supplemented with consultant teams who will manage and design/administer construction of assigned projects. Success requires dedicated staff support, mentoring and management, to equip the project office with the ability to collaborate closely with region staff and support groups, headquarters, and project stakeholders in order to accomplish organization goals and expectations.
 
Among the varied range of responsibilities held within this role, the Project Engineer will:
  • Provide management and leadership for program development, design, environmental compliance, and construction administration for assigned projects by establishing and implementing policies and procedures that promote efficient use of resources and tax dollars. 
  • Manage consultant agreements.
  • Partner and maintain effective working relationships between the office team and consultant team to present a unified team and maintain effective working relationships with federal, state, county, tribal, and city officials to assure compliance with the laws, regulations, and policies within their respective jurisdictions.
  • Create and promote a culture of diversity and inclusion.
  • Supervise WSDOT team (assign tasks, train, and evaluate performance); train and coach team to enhance their knowledge, skills, and abilities. 
  • Develop consultant scopes of work for assigned projects; monitor consultant progress.
  • Act as the liaison between consultant teams and WSDOT internal support groups to define programming needs and to progress consultant-led design and documentation.
  • Represent WSDOT in community outreach efforts with stakeholders (public, local agencies, tribes, businesses, etc.) performed by the consultant to effectively address needs associated with the State transportation system.
  • Manage the successful completion of consultant-delivered design projects for scope, schedule, and budget.
  • Manage the successful completion of consultant administration of construction projects.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor’s degree in Civil Engineering or other closely related degree.
  • Professional registration as a Civil Engineer (ability to obtain reciprocity in Washington State within one year of hire).
  • A valid driver’s license.
  • Knowledge of:
    • Civil Engineering theory and practice.
    • Principles of management and leadership. 
    • Agency mission, values, goals, and business direction. 
    • State and local political structures and issues. 
    • Agency budgeting and planning processes. 
    • Laws and regulations at the local, state and federal levels that impact delivery of transportation services.
    • Development of complex highway construction projects. 
    • Construction administration of complex highway construction projects.
    • Specific laws and regulations that include those pertaining to environmental, land use, access management, real estate acquisition, and contract law.
  • Ability to manage a diverse workforce in developing and delivering multiple projects from scoping through construction administration simultaneously. 
  • Ability to lead and manage others in productive, amicable, and ethical relationships with diverse co-workers, stakeholders, support groups, local agencies, elected officials, and the general public. 
  • Ability to build relationships and effectively communicate and negotiate challenging issues with various stakeholders, and facilitate agreement between competing interest groups. 
  • Ability to make responsible and timely decisions based on an array of complex and competing issues. 

It is preferred that qualified candidates also have:
  • Six (6) years of professional civil engineering experience, managing transportation design and construction projects and directing staff. 
  • Four (4) years of experience with government consultant procurement process - developing scopes of work and negotiating consultant fees as a consultant or as a consultant liaison/owner. 
  • Four (4) years of experience managing consultant agreements. 
  • Four (4) years of experience leading project transportation design and/or construction projects – providing guidance, mentoring, coaching, motivation, empowering sound decision making. 
  • Three (3) years of experience or familiarity with Department budgeting and planning processes.
  • Two (2) years of experience with FHWA processes and requirements related to delivering federally-funded projects and making sure project meets the federal stewardship obligations. 
  • Experience or familiarity with environmental documentation and permitting processes. 
  • Familiarity with real estate acquisition processes. 
  • Experience or familiarity with utility franchises and easements.
