Job Description:

 
OPEN ONLY TO CURRENT RESIDENTS OF COLORADO  

The purpose of this position is to ascertain the available surface water supply and distribute, control and regulate the surface and groundwater tributary to the South Platte River from the Town of Kersey downstream to the Town of Sterling area on a daily basis pursuant to water decrees, substitute water supply plans and state statutes.  Additionally, under the direction of the State Engineer and Division Engineer and in coordination with the River Operations and Compact Coordinator,  this position exists to record and compile assigned permanent records of water diversions and use; disseminate and explain information pertaining to water availability and use to the public; initiate measurement structure installation/repair orders; initiate orders related to illegal use of water; monitor dams for unsafe conditions, inspect wells to insure compliance with well permits, decrees, substitute water supply plans and statutory rules and regulations; field investigate new water rights and change of use applications for potential injury to existing water rights; and to guide and direct water users to gain their cooperation and resolve disputes informally.  

Specific job duties include but are not limited to:
 
Water Administration: 
  • Calculates the amount of natural flow available and ascertains the amount of reservoir releases, transfer water, reuse water and transbasin water.
  • Evaluates flow and hydrologic information, interpreting decrees and statutes, and communicating with water users.   
  • Determines the exchange capability and necessary releases for augmentation purposes by evaluating flow information.  
  • Controls and regulates the legal storage and distribution of water and required releases to the appropriate water diverters by communicating with water users or physically adjusting headgates.  
Enforcement:
  • Enforces the provisions of Colorado Water Law and policies of the State Engineer by controlling and locking headgates and issuing verbal and written orders restricting diversion as provided by statute. 
Diversion Records:
  • Gathers, edits and compiles official record of each assigned diversion structure according to source, use and type of water by identifying, coding and verifying data collected from physical inspection, water users and water recording devices.
Field Investigations:
  • Provides specific information to the Division Engineer, Water Court and the Well Permit Evaluation Sections concerning permits or conditions of water use by field inspection of wells, gravel pits, small dams and existing or potential water diversions.  
Public Outreach and Communication:
  • Disseminates information by attending public meetings.  Mediates and resolves water disputes by investigating, using knowledge of hydrologic conditions, water laws and decrees and by guiding and counseling parties involved. 
Supervision and Management: 
  • Independently formulates short-term and long-term schedules to organize and execute work tasks by planning and managing available resources. 
  • Trains and supervises subordinates by assigning duties, monitoring performance, and conducting planning and performance appraisals.  
  • Plans for efficient day-to-day operations by scheduling meetings to assure completion of work tasks and to apprise of operational concerns. 
  • Resolves personnel issues, interviews candidates for employment, and recommends selected candidates for hiring.
