The Opportunity
WSDOT is currently seeking to fill a Transportation Technician 3 in the South-Central Region (SCR). As a Transportation Technician 3 in Program Management, you will be assisting in the maintenance of accurate project data in the Capital Program Management System (CPMS) which is the current primary tool WSDOT and the SCR utilizes to establish, monitor and deliver the statewide Capital Construction Program.  This position will be entering, monitoring and updating project financial data, preparing, tracking, and verifying work order authorizations for design, right of way, and construction, and communicating with project offices professionally, clearly and effectively either verbally or electronically.
 
What to Expect
This is a skilled journey level within the Transportation Technician series, Employees at this level are expected to exercise initiative and judgement in carrying out multiple assignments simultaneously according to established policies, procedures, and standards. However, the hiring manager reserves the right to fill the position as a Transportation Technician 2 depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
Among the varied range of responsibilities held within this role, you/the Transportation Technician 3 will:

  • Prepare and update Job/Work Order Authorizations/Transfers.
  • Assemble, review, and accurately enter necessary information for the submission of work orders into the appropriate program
  • Review setup of work orders and new groups from headquarters.
  • Assist with the monitoring of submitted Work Orders.
  • Monitor and accurately update CPMS with scope, schedule, or budget changes as directed and track changes through established or approved methods, programs or spreadsheets.
  • Assist in the monitoring of project spending and report discrepancies and variances to lead, supervisor and/or managers utilizing information from Transportation Reporting and Accounting Information System (TRAINS) or other programs. 
  • Assist program development team and Program Manager/Assistant with project entry, maintenance and updates within the Transportation Executive Information System (TEIS), as well as future development of the Construction Improvement and Preservation Program (CIPP).
  • Serve as resource for other offices requesting current financial information and project milestones. 
At the Transportation Technician 2 level the following is required:
  • Graduation from high school or GED equivalent and one (1) year of experience performing basic technical engineering work as equivalent to a Transportation Technician 1.
At the Transportation Technician 3 level the following is required:
  • An Associate degree in civil engineering technology, surveying, drafting or other closely related fields. OR
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in civil engineering technology, surveying, drafting, structural detailing, engineering design or other closely related fields. OR
  • Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as equivalent to a Transportation Technician 1.
In addition to the above, the following qualifications are also required:
  • Possess a Valid State Driver License.
  • College level or vocational/technical course work in engineering, drafting, survey, mathematics, or other closely related fields will substitute for the required technical engineering work experience.
  • Communicate effectively in person, electronically, by phone, and in writing with coworkers, WSDOT staff, local agencies, and the general public. 
  • Efficiently operate a personal computer workstation utilizing the following: MS Office Products (Word/Excel/PowerPoint, etc.)
  • Understand, communicate, and apply information contained in program management related applications.
  • Work in a team environment under tight deadlines, and varying priorities, producing accurate and consistent work.
  • Receive work performance feedback and constructive criticism in a professional manner and adjust behavior/performance accordingly.
It is preferred that qualified candidates also have:
  • One (1) year or more of experience in data organization, assembly, review and accurate data entry into a program or system.
  • One (1) year or more of experience organizing and manipulating data in spreadsheets or similar such as MS Excel utilizing basic to advanced formulas and functions.
  • Six (6) months or more of work experience in alternative engineering disciplines such as design, construction (testing and inspection), construction management, planning, or financial services, accounting, maintenance, office administration, or similar.
  • Bachelor’s degree in Engineering. OR
  • Certification as an Engineer-in-Training. OR
  • Land Surveyor’s license or LSIT.
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.
  • This position has been approved for in-training. The hiring manager is looking to hire at the Transportation Technician 3 level, however the in-training plan will allow candidates to also be considered as a Transportation Technician 2, if not qualified at the highest level. The annual salaries for each level are included below. 
  • Transportation Technician 2: $50,592 – $68,076 Annually
  • Transportation Technician 3: $57,324 – $77,028 Annually
