Job Description:

Washington State Department of Transportation (WSDOT) is currently seeking a Transportation Technical Engineer to serve as a Specialty Services Engineer. The Specialty Services Engineer manages the Specialty Services Section at the State Materials Laboratory. This section provides materials testing, technical support and technology development for materials used in the statewide construction program that consist of Portland cement, blended hydraulic cement, electrical controller cabinets, which consists of National Electronic Manufacturing Standards (NEMA) tests; Assembly visual inspection, cabinet setup and software configuration, environmental test, conflict monitor unit test, loop detector, power interrupt, pre-emption, switches and ground-fault circuit interrupter, final systems testing, fly ash, joint sealants, epoxies, paint, and galvanized materials. This position manages the section, which includes the supervision of one Transportation Engineer 4 (Assistant Specialty Services Engineer) two Transportation Engineer 3s, two Transportation Engineer 2s, and non-permanent employees.

The Specialty Services Engineer is a subject matter expert on materials testing, and quality requirements for materials tested by the specialty testing section in support of the Statewide construction program. Duties include providing technical expertise on materials policy, testing standards and complex materials issues to the State Materials Engineer, Assistant State Materials Engineer, WSDOT Project Engineer Offices, WSDOT Headquarters Offices, WSDOT Regions and local agencies. The Specialty Services Engineer also provides technical expertise in the testing and acceptance of pertinent materials, products and ensuring that WSDOT is utilizing current standards in specifications and construction.

This position is responsible for maintaining the Specialty Services Laboratory accreditations through AASHTO resource, ensuring that tester qualifications and equipment certifications are current and accurate, and managing and maintaining the testing equipment assigned to the section. This includes maintaining a current equipment inventory, depreciation schedules, equipment purchases (CAP and Non-CAP), equipment surplus, and scheduling needed repairs and maintenance for the section, along with the overall budget. The Specialty Services Engineer is responsible for ensuring timely and accurate completion of testing performed by the Specialty Services Section in accordance with various standards that include WSDOT test procedures and WSDOT Specifications as well as national standards such American Association of State Highway and Transportation Officials (AASHTO), American Society for Testing and Materials (ASTM), and National Electrical Manufactures Association (NEMA).
