The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill a Programming and Scoping Specialist (Transportation Specialist Senior or Advanced) for the North Central Region.

This full-time position will be headquartered in Wisconsin Rapids or Rhinelander, WI.

Position Summary

This position is assigned to the Planning Section and completes preliminary engineering duties associated with the development of the 6-Year program and project scoping duties related to the North Central Region’s State Trunk Highway Improvement Program, Backbone program, and Local Highway Improvement program. Under general supervision of the supervisor and the programming engineer, this position analyzes Pavement Maintenance Decision Support System (PMDSS) data and verifies improvement recommendations, and it also recommends project segments to be added into the region’s improvement program based on engineering data. This includes using engineering judgements to verify improvement recommendations with deficiency data, develop major bid item estimates, and calculate quantities associated with those estimates.  The position may also be assigned to develop environmental, resiliency, and tribal coordination documents associated with final Scope certification and documentation.  The position will also track and report the expenditure of allocated funding to assure it is spent in a timely and transparent manner, as well as to ensure that state and federal requirements are met.

Working as a member of the Planning section’s programming team, this position provides region-level program management expertise, analysis, reporting, tracking of activities in the development, implementation, and management of the region’s 6-Year State Trunk Highway Improvement Program, the State Backbone program, as well as identification of other long-range state highway improvement needs. This position, in coordination with other members of the Planning team and staff from other business areas, provides analysis, reporting, tracking of activities in the development and implementation of the Surface Transportation Programs: STP-Urban, STP-Rural and Local Bridge programs, as well as the TAP program and TEA programs.

Salary Information

The Senior level is in schedule-range 14-14 with an annual salary of $52,000 to $62,400, plus excellent benefits.

The Advanced level is in schedule-range 14-13 with an annual salary of $56,160 to $74,880, plus excellent benefits.

A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants at the Senior level will have experience with all the following:
 

  • Reading and interpreting design and/or construction plans.
  • Collaborating with a wide range of individuals.


In addition to the above, qualified applicants at the Advanced level will have experience with all the following:
 

  • Reading and applying policies and regulations that govern federal and state funded transportation programs, issues, and processes.
  • Coordinating with a diverse group of stakeholders including internal and external parties.
