The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill the Ancillary Structure and Bridge Maintenance Program Manager (Structural Engineer Transportation Advanced) vacancy in the Bureau of Structures!

This full-time position can be headquartered in Superior, Eau Claire, or Spooner.

Position Summary

This advanced level position functions as the primary engineer responsible for the Northwest Region’s structure maintenance and ancillary structures inspection program. Ancillary structures include c-structures, culverts, retaining walls, sign bridges, monotube signal structures, high mast lighting. Engineering responsibilities consist of program management and oversight of the region’s structures maintenance projects, ancillary structures inspection, and structures related consultant oversight.

The engineering responsibilities require continually high-level contacts with public and private officials and engineers/engineering consultants on highly sensitive and complex engineering reviews. This position makes independent decisions and performs work in response to program needs with little or no review of the work by the supervisor.

This position inspects state-owned bridges and ancillary structures per state and federal guidelines. It also assists with development of the six-year improvement program for structure needs. The position coordinates with other region structures staff to develop repair work priority needs, develop county work orders, and oversee repairs. This position also ensure all repairs are completed timely according to needs identified in the inspection reports and document work completed. In addition, it prepare annual bridge maintenance budget and 5-Year Long Range Bridge Maintenance Program.

Salary Information

This position is in schedule-range 14-13 with an annual salary of $79,040 - $91,520, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

PE Requirement

A valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state.

Bridge Inspector Special Requirements

  • Certified Bridge Inspector per WisDOT Structure Inspection Manual (or be able to obtain this certification within the first 12 months of employment).
  • Ability to frequently travel on an independent basis such as traveling 3 to 5 days a week to multiple locations in one day
  • Ability to work outdoors in conditions of heat, cold, humidity, dust, and to walk over rough terrain.
  • Ability to lift and carry objects such as tools or material samples.
  • Ability to work outside of normal working hours.
  • Ability to work in or near water, including safely working from a boat. 
  • Bridge inspection requires a level of physical agility and strength plus the ability to work at heights up to several hundred feet above ground level safely.  Access to inspection areas is gained by entering small access hatches and climbing or descending ladders and also requires crawling on beams and piers.  Safety equipment including harnesses and special self-contained breathing equipment may be required.  Some inspections require entering and riding in a special bucket suspended underneath the structure from a hydraulic boom on special bridge inspection machines known as a "Snooper" and "Reach-All".

Qualified applicants will have experience with the following:

At least 5 years of experience in design, construction, maintenance, or inspection of transportation structures (structures are defined as bridges, culverts, sound walls, retaining walls or sign bridges).
