Job Description:

The Fairfax County Department of Public Works and Environmental Services (DPWES) Building Design and Construction Division (BDCD), as part of the Capital Facilities group, is seeking an engineer or architect acting as the owner’s representative for the construction or renovation of capital building projects. This position provides overall construction management of a wide variety of county building projects, including fire stations, libraries, police stations, community centers, administrative offices, and vehicle maintenance facilities.

Responsibilities include: prequalifying contractors, performing QC reviews of bidding documents; bidding administration; claim avoidance; negotiating change orders and managing the construction process; assuring that projects are completed within established budgets and schedules; ensuring customer satisfaction, construction quality, and conformance to construction documents as well as warranty period administration and project closeout. The successful applicant must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service to end users, project stakeholders, and the public. Note: This position is scheduled to work 30 hours per week (not to exceed 1560 hours per calendar year). Individuals in these positions are eligible for limited employee benefits, including medical, vision, and dental insurance coverage, and participation in flexible spending programs, but are not eligible to earn leave or receive holiday pay.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. PREFERRED QUALIFICATIONS:
Knowledge of the principles, practices and techniques relating to construction project management and contract administration. Ability to generate, analyze, and review construction documents, proposals for costs, design requirements as well as inspect/monitor work at the jobsite, generate detailed reports, chair/participate in job-related and department meetings, and have the ability to meet and interact with the public.

PHYSICAL REQUIREMENTS:
Ability to perform field investigations on building design and construction projects. All duties performed with or without reasonable accommodations.
