Summary

NIOSH is part of the U.S. Centers for Disease Control and Prevention, in the U.S. Department of Health and Human Services. Position Description:

This position serves as a Research Industrial Engineer in the Spokane Mining Research Division (SMRD) and will be responsible for conducting occupational health and scientific/engineering research studies that develop methods and technologies to reduce the risk associated with safety and health hazards.

The Research Industrial Engineer will carry out the duties and responsibilities outlined below:

Duties and Responsibilities:

  • Conduct basic and applied research relating to health and safety of mining or other priority industry-related activities.
  • Develop research design by selecting or extending traditional methods and practices and developing solutions to problems where precedents are lacking or inapplicable.
  • Prepare and present summaries of research methods and results to leadership, other members of the organization, and/or other oral and written scientific outlets.
  • Address important scientific questions surrounding health and safety of mining or other priority industry-related activities.
  • Provide engineering/scientific advice and technical assistance regarding safety issues in mining, mining-related activities, or other priority industries to researchers and other scientists/professionals within and outside of the organization.
  • Present, publish and disseminate research findings.

Since this is a research position, an evaluation of the scientific contributions, recognition and professional standing of the researcher as they relate to the position being filled will be made to determine qualifications. Candidates should include all pertinent information regarding their research accomplishments, e.g. list of publications and presentations.

Basic Qualifications:

A degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
2. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

Minimum Qualifications: Applicants must have at least one year of specialized experience at or equivalent to the next lower grade level in the Federal service as defined below:

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.

GS-896-11: One year of specialized experience, at or equivalent to at least the GS-09 grade level in the Federal service that includes experience conducting research on engineering controls for systems to prevent or mitigate hazards related to health and safety issues in industrial activities and preparing written research reports to managers and higher graded research scientists within the organization.

A master's or equivalent graduate degree

A combination of graduate level education and experience that meets 100% of the qualification requirements for this position.

GS-896-12: One year of specialized experience, at or equivalent to at least the GS-11 grade level in the Federal service, to include experience designing, initiating, and conducting research on engineering controls for systems to prevent or mitigate hazards related to health and safety issues in industrial activities and preparing publications and presentations to scientific audiences summarizing research results and recommendations.

A Ph.D. or equivalent doctoral degree.

A combination of progressively higher-level graduate education and experience that meets 100% of the qualification requirements for this position.

Education
Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.

Occasional travel - Up to 10% domestic travel may be required for this position.
