The Opportunity

WSDOT is excited to announce we are seeking an experienced program manager to support our Northwest Region (NWR) Environmental Office as the Assistant Environmental Programs Manager. The NWR Environmental Office helps the region meet the agency’s mission and environmental goals by incorporating environmental protection and improvements into the daily operations of NWR as well as the ongoing development of NWR transportation plans and facilities. 

 

As the Assistant Environmental Programs Manager, this position will support the agency’s mission and environmental goals by developing and establishing the long-term vision of NWR Environmental Programs and is responsible to balance the complex competing needs and priorities of the agency and transportation impacts on the state’s cultural and natural resources. The successful candidate appointed into this role will strategically develop and manage the environmental organization operations, standards, procedures, and oversight of all environmental elements of a multibillion dollar budget. This position will also ensure compliance with WSDOT policies, manuals, and various federal, state, and local environmental regulations.
 
What to Expect

Among the varied range of responsibilities held within this role, the Assistant Environmental Programs Manager will:

  • Provide leadership and assistance to regional and modal environmental managers to achieve compliance on region projects. 
  • Ensure office is compliant with generally accepted accounting practices, Office of Financial Management (OFM) direction, and agency procedures, managing NWR Environmental Program’s payroll functions and responsibilities. 
  • Lead the program’s business planning and the office’s participation in the agency’s strategic plan implementation, working in conjunction with office managers, analyze office resource distribution and current and emerging needs to align office resources with highest priority work. 
  • Manage consultants for NWR Environmental Office, working closely with consultant and regional staff to ensure timely and accurate delivery of services and products. 
  • Assist office with establishing, tracking, and reporting accountability measures. Track and report on NWR Environmental accomplishments associated with region and HQ performance reporting, audits, and the Agency’s Strategic Plan. 
  • Direct and lead initiative to improve office management and employee satisfaction. Develop and implement strategies to support the agency strategic goals. 
  • Serve as a member of the WSDOT Incident Management Team, serving in assigned Command and General Staff positions in applicable WSDOT EOC’s. Respond with little or no notice to a disaster or major incident. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor’s degree in Natural, Physical, Biological, or Environmental Science or Environmental Planning and six (6) years of experience in environmental sciences, environmental documentation, or permits related to transportation development. OR
  • Master’s degree in Natural, Physical, Biological, or Environmental Science or Environmental Planning and five (5) years of experience in environmental sciences, environmental documentation, or permits related to transportation development.

 

In addition to:

  • Current driver’s license
  • Demonstrated and detailed knowledge of environmental processes and requirements over a broad range of federal, state, and local agency laws and regulations. 
  • General knowledge of highway design and construction, the project development process, and the laws and regulations related to delivery of transportation projects. 
  • Ability to convey technical information to diverse groups of audiences in writing, on the phone, or in person in a large group setting. 
  • Ability to travel to the field, statewide and beyond as required.
