Works to ensure that physical replacement of water to offset out-of-priority depletions is accomplished with respect to these plans.  

Coordinates implementation of approved plans with local Water Commissioners and plan proponents.  

Performs computer modeling to determine the timing and location of stream depletions associated with ground water diversions.  

Coordinates documentation related to these plans necessary to facilitate compliance with the Arkansas River Compact including documentation on operation of plans.  

Coordinates implementation of plan replacement water in the Fountain Creek Transit Loss Model and manages spreadsheet applications to facilitate data input/output to the model.  

Develops data for the Hydrologic Institutional Model (H-I Model) used to measure Colorado well owner’s compliance with the Arkansas River Compact.

Coordinates with managers of the Arkansas Groundwater and Reservoir Association, Lower Arkansas Water Management Association and Upper Arkansas Water Conservancy District, in addition to several smaller well owner organizations to provide guidance on administrative issues related to operation of the well replacement plans managed by each association/district.

Coordinates with managers of the Arkansas Groundwater and Reservoir Association, Lower Arkansas Water Management Association, Lower Arkansas Valley Water Conservation Conservancy District and the Purgatoire River Water Conservancy District with respect to Irrigation Improvement Rules plans.
