HR Dynamics is recruiting an experienced Senior Project Engineer/Construction Manager on behalf of a well-known community partner on the Treasure Coast. The Senior Project Engineer/Construction Manager should possess:

  • Senior Project Management, engineering design, and oversight of capital improvements.
  • Graduate of an accredited organization with a degree in Civil Engineering or other related fields, and at least six (6) years of experience in design, review, and/or construction project management;
  • Licensed as a Professional Engineer in the State of Florida, preferred but not required.
  • The ability to utilize current computer technology to access data, maintain records, generate and present reports, and competently develop and review advanced computer modeling results and CADD-generated information;
  • Experience in supervising subordinates, consultants, contractors, and other staff in the planning, design, and construction of capital improvement projects including preparation of preliminary and final engineering designs and construction plans, cost estimates, bid specifications, and engineering reports.
  • Skill in directing the work of professional engineers, technicians, contractors, and inspectors in a manner conducive to effective performance.
  • Thorough knowledge of civil engineering and specifically roadway and drainage design, principles and practices of construction management, local building codes/design standards, state and federal permitting requirements, ad the preparation of related financial grant applications.
  • Thorough knowledge of construction processes, procedures, materials, methods, and equipment.
  • Thorough knowledge of construction inspection methods, change orders, review, and processing of pay requests.
  • Ability to identify or make changes to projects as needed in response to unanticipated events that may affect the success of the project.
  • Ability to conduct planning and design meetings, pre-bid meetings, pre-construction meetings, construction progress meetings, and inspections.
  • Ability to understand planning studies and analyze information and formulate substantive recommendations based upon such studies.
  • Monitor construction schedules for expenditures and timeliness, as well as, compliance with capital projects budget.
  • Must have excellent technical communication skills - both oral and written - to support interaction with varying levels of organization employees, consultants, contractors, local and state officials, and external agencies from diverse socio-economic backgrounds.
  • Facility Energy Management experience preferred.

 

The Senior Project Engineer/Construction Manager responsibilities include:

Directing the activities of the project from start to finish; developing progress reports and analyses to ensure that the project is on schedule and within budget.

  • Negotiates various proposals, contracts, agreements, and change orders necessary for the successful completion of the project.
  • Inspecting all construction activity to ensure compliance with the Florida Building Code and other regulatory requirements;
  • Completing on-site facility audits to assess and evaluate facilities’ existing conditions and making recommendations for improvements and solutions to correct deficiencies;
  • Makes adjustments to projects as needed in order to respond to unseen forces or unanticipated activities that may affect a project.
  • Coordinates permit application process and requirements with other divisions, agencies, and departments.
  • Present ideas and design proposals graphically, verbally, and in writing to Supervisors, Administration, donors (current and potential), Board of Trustees, and other individuals in relation to the project.
  • Assisting the Associate Vice President with planning and organizing the work of engineering/architectural professionals, and consultants engaged in physical planning and construction of the facilities and other site locations.
  • Representing the organization at meetings and conferences in matters related to engineering and architectural design;
  • Assisting the Associate Vice President with organization projects in its relationships with consultant engineers & architects, construction managers, contractors, and organization committees & staff members.
  • Reviewing and recommending payment on invoices and related pay requests for projects and facility-related work;
  • Completing feasibility studies on selected parcels for future site location expansions and providing a report and recommendation to the Associate Vice President;
  • Assisting in the inclusion of the organizations existing emergency management plan and implementation of specific emergency management plans for engineering-related functions (i.e. hurricane preparedness and evacuation, flood response, water & wastewater service vulnerability analysis, access management issues related to homeland security);
  • Developing and coordinating the implementation of exterior preventative maintenance programs for all of the organization's facilities;
  • Developing and implementing the National Pollutant Discharge Elimination System program for all current and future site locations;
  • Compiling, developing, and maintaining geographic information database and maps detailing storm-water, utility infrastructure, buildings, and archival information for all site locations;
  • Maintaining and updating CAD drawing archive of buildings and facilities for each site location;
  • Compiling and creating regular reports detailing the status of ongoing and upcoming projects;
  • Completing other related duties and responsibilities as assigned.
