Summary
NIOSH is part of the U.S. Centers for Disease Control and Prevention, in the U.S. Department of Health and Human Services. It has the mandate to assure “every man and woman in the Nation safe and healthful working conditions and to preserve our human resources.” NIOSH has more than 1,300 employees from a diverse set of fields including epidemiology, medicine, nursing, industrial hygiene, safety, psychology, chemistry, statistics, economics, and many branches of engineering.
Position Description:
This position serves as a senior advisor and expert in planning, organizing, conducting, and directing efforts related to personal protective technologies (PPT) for the assigned branch. The incumbent will also be responsible for supervision to a small contingent of staff.
Due to the COVID-19 Pandemic, some CDC employees have been authorized to work virtually. However, when CDC is cleared to return back to work, you will be required to report to the location identified in the vacancy announcement for which you applied.
The General Engineer/Physical Scientist will carry out the duties and responsibilities outlined below:
Duties and Responsibilities:
- Lead laboratory and field evaluations of personal protective technologies including: respirators, protective ensembles, sensors, etc.
- Perform complex scientific studies including laboratory and field investigations to assess work site and performance of respiratory and personnel protective equipment.
- Develop or lead in the development and recommendation of product-safety standards and associated operational and testing procedures.
- Prepare technical papers, and other documents pertaining to respiratory and personal protection for conference presentations and publication in scientific journals.
Basic Qualifications:
GS-0801: Successful completion of a full four-year course of study at an accredited college or university leading to a bachelor's or higher degree that included a degree in professional engineering. To be acceptable, the curriculum must:
1. Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or
2. Include differential and integral calculus and advanced courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e)electrical fields and circuits; (f) nature and properties of materials(relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Possession of a combination of education and experience - college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and(2) a good theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions), are eligible only for positions that are within or closely related to the specialty field of their registration.
2. Written Test: Evidence of having successfully passed the Engineer- in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.
3. Specified Academic Courses: Successful completion in an accredited college or university of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering. These must have included the courses specified in the basic requirement.
4. Related Curriculum: Successful completion in an accredited college of a full 4-year or longer related curriculum leading to a bachelor's or higher degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a degree in engineering, provided the candidate has at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. (The above examples of related curricula are not all-inclusive.)
GS-1301: Successful completion of the requirements for a bachelor's (or graduate) degree in physical science, engineering or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics from an accredited college or university.
OR
Possess a combination of education and experience --education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND
Minimum Qualifications:
Applicants must have at least one year of specialized experience equivalent to the GS-12 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience planning, developing, evaluating and/or implementing scientific research related to occupational safety and health pertaining to the performance of respiratory and personnel protective equipment.
Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
