The Opportunity

WSDOT is currently seeking a to fill a Transportation Engineer 5 vacancy in Seattle, WA. This position will serve as the Region Signal Operations Engineer accountable for managing the highly specialized Signal Operations program which consists of fifty percent of all signals in the State of Washington. As the Region Signal Operations Engineer, you will be responsible for supervising a complex engineering unit with a full array of technical staff, develop and implement signal technologies, guide the signal design policy, provide regional expertise in signal programming strategies, deliver direction on research and innovation topics and provide a high-level technical training and leadership on signal operation assets. This position is critical in implementing practical solutions by optimizing existing infrastructure.


What to Expect

Among the varied range of responsibilities held within this role, the Assistant Program Development Manager will:

  • Supervise and lead the signal operations staff directly accountable for operational decisions, signal reviews, safety reviews, work orders, training, and outcomes. 
  • Routinely apply independent judgement for traffic signal operations decisions. 
  • Interpret and apply state policy and standards to traffic signal operations. 
  • Develop and implement guidelines for complex and often non-standard signal operational issues. 
  • Serve as a statewide subject matter expert and have an active role in Signal Operations utilization of new technologies; oversee, review, test, and determine the viability of these new initiatives and technologies. 
  • Be a key leader in developing & delivering statewide Signal Operations training. 
  • Be responsible for region-wide training and guidance on technical Signal Operations issues. 
  • Serve as the subject matter expert in developing signal timing for the most challenging intersections in the State of Washington.

 

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor of Science in Civil Engineering or similar degree. 
  • A Professional Engineer (PE) license – Civil, in the State of Washington (License holders from other states will be expected to obtain a WA State PE license within six (6) months of appointment).   
  • Substantial experience managing/leading traffic engineering, signal operations, traffic operations, freeway operations, traffic safety management and performance monitoring. 
  • Familiar with transportation issues across all areas of WSDOT. 
  • Ability to lead expert level professionals in technical related decisions that are required in the evolving field of Signal Operations and Traffic Design. 
  • Ability to set clear and measurable expectations to subordinate professionals with the ability to provide motivation through sharing of experiences and technical expertise. 
  • Ability to build and sustain effective teams and facilitate consensus building surrounding technical and complex issues.
  • Ability to make timely and responsive strategic decisions having long term impact by being creative and balancing competing demands.
  • Effective communication skills including written, verbal, presentation and interpersonal.
  • Ability to identify, initiate and influence positive change independently and through others.
  • Ability to think strategically, anticipating issues and developing consensus-based solutions.

 

It is preferred that qualified candidates also have: 

  • Master of Science in Civil Engineering with traffic emphasis. 
  • Professional Traffic Operations Engineer (PTOE) certification
  • Current understanding of national and state standards in traffic engineering, signal design, channelization

design and traffic engineering related chapters of the MUTCD, WSDOT Traffic Manual, specific WAC’s &

RCW’s and traffic engineering related chapters of the WSDOT Design Manual.

  • Project and budget management. 
  • WSDOT Performance measurement standards, applications, practices and polices

  • In additional to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2022. 
  • This position requires periodic travel for meetings and conferences.
