Nature of Work: The Transportation Design Engineering Manager at the MDTA – Office of Engineering and Construction (OEC) Traffic Section will be working under the managerial supervision of the Traffic Discipline Manager. This position will be responsible for traffic and transportation engineering planning, analysis, design, project, and program management. Duties include supervision and management of complex transportation engineering studies and projects from initiation to completion. Estimated value of projects may range from $6 million to $60 million. Project delivery may vary from construction task orders to competitively bid construction and architecture and engineering contracts. The individual in this position will manage on-call signs, sign lights and sign structures contracts. They will develop the procurement and contract documents for new contracts, manage on call task orders throughout the life of the contract, and track task order status and budget.

This position will also provide the Traffic Discipline Manager with assistance in managing the signing program, lane and shoulder closure permitting, hauling permits, traffic operation studies, traffic safety studies, and analysis efforts.

Duties include, but are not limited to:
  • Review/management of signing design and evaluation;
  • Maintenance of traffic (MOT) design and review;
  • Working with the Traffic Discipline Manager in identifying and managing projects for the signing program;
  • Developing and maintaining task/project schedules;
  • Construction cost estimating;
  • Tracking and managing capital and operating expenditures and budgets;
  • Coordinating with other MDTA divisions as well as Federal, State and local agencies; representing MDTA OEC – Traffic section at internal and external meetings;
  • Reviewing and responding to construction RFI as well as shop drawings;
  • Ensuring compliance with sound engineering practices as well the application of guidelines, standards, practices, policies or regulations as they related to traffic safety and operation;
  • Addressing internal and external customer requests;
This position will be managing consultants performing analysis, design, and the preparation of construction documents (plans, specification, cost estimates, etc.) for multiple projects. The current vacancy is in Baltimore, Maryland County. Part-time teleworking can be considered based on assignments.
