The West Virginia Bureau for Public Health, Office of Environmental Health Services, is seeking support in the implementation of the federal Safe Drinking Water Act. This position supports the continued primacy of the federal Safe Drinking Water Act and attendant funding.

In this role, you can expect to perform the following duties:

• Infrastructure and Jobs Development Council management including: overseeing technical assistance for infrastructure water projects; assisting with reviewing wastewater preliminary applications as requested; representing Bureau for Public Health in committee and council meetings, as necessary.
• Drinking Water Treatment Revolving Fund (DWTRF) Loan Program management including: overseeing loan application/administration and technical/financial review; and coordinating with appropriate federal and state agencies and public water systems.
• Provide review of DWTRF applications/plans and specifications in a timely manner.
• Review construction invoices and prepare memos to grants management and Water Development Authority (WDA) for payment.
• Assist in preparation and submission of grant applications and reporting to EPA as necessary.
• Assist Capacity Development Program with technical support/review.
• Manage State Revolving Fund (SRF) capital projects to ensure goals & performance expectations are met.
• Perform DWSRF construction site reviews as needed to ensure compliance with all federal guidelines.

Minimum Qualifications:

Applicants should have professional experience in environmental engineering and hold a Professional Engineer (PE) License.
