The Opportunity
WSDOT is currently seeking an engineering technician to perform skilled technical work in support of engineering projects in the Port Angeles Project Engineering Office. As the Construction/Design Support Technician, you will apply engineering concepts and techniques to provide construction support in the office, testing, lab, and/or field, project documentation, and CADD technical work. In these roles, you will support WSDOT's mission by ensuring that highway construction projects are designed and built within compliance with agency policies, procedures, and practices.

What to Expect
This position requires inspection of construction sites. This work is performed outdoors and may be in inclement weather in the daytime or nighttime; and may be exposed to hazards that include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment.
 
Among the varied range of responsibilities held within this role, the Construction/Design Support Technicians will:

  • Measure and calculate quantities in the field and prepares documentation to support payment for activities inspected.
  • Prepare and check survey notes, field notes, daily inspection reports, force account records, material verification and other documents.
  • Serve as a materials tester performing concrete, asphalt, aggregate, densities, and other material testing and tracking, who works in the field directly with project inspectors, contractors, agencies, members of the public and other stakeholders.
  • Assist the field crew with shrub clearing, staking, ticket taking, receiving material and other various tasks. 
  • Assist in the development and preparation of project summaries, contract plans, specifications, special provisions, estimates, plans for approval and other engineering documents.
  • Utilize CADD to prepare preliminary design plans, contract plans and exhibits for public display.
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
To be considered at the Transportation Technician 2 level, the following is required:
  • High school diploma/GED AND two (2) years of experience performing basic technical engineering work such as material testing, project site construction work, computer aided drafting and/or design. 

To be considered at the Transportation Technician 3 level, an ideal candidate is required to have at least one of the following:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent experience such as material testing, project site construction work, computer aided drafting and/or design. OR
  • Two (2) years of experience with a private engineering company. OR
  • An Associate’s degree in Civil Engineering or related field. OR 
  • Technical Certification in engineering, project management or related field AND one (1) year of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent such as material testing, project site construction work, computer aided drafting and/or design. 

At either level candidates are also required to have the following:
  • Knowledge and understanding of engineering principles, methods, and practices. 
  • Knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by the contractor.
  • Skills related to computer applications involving databases, word processing, CADD, and spreadsheets. 
  • The ability to clearly communicate technical information. 
  • Knowledge and skills required for checking engineering calculations for accuracy and completeness.
  • The ability to research and apply engineering standards. 
  • The ability to clearly and concisely document project activities. 
  • A valid driver’s license.
 
It is preferred that qualified candidates also have:
  • Certified as a general inspector and various industry standard testing certifications within six (6) months of appointment.
  • Proficient in WSDOT materials testing procedures. 
  • The ability to read and interpret Plans and Specifications.
  • Construction Contracts Information System (CCIS) and Contract Administration and Payment System (CAPS) experience.
  • Expert level experience with Microsoft Excel with basic cell programming.
 
Important Notes 
  • This recruitment will be used to fill three (3) full-time/permanent positions and may also be used to fill additional vacancies per business needs.  
  • Occasional travel is required to and from project sites to perform inspection and/or materials testing in assigned geographic area; occasional travel to other office locations, including Thurston County, to attend meetings or training.
  • These positions offer flexible/hybrid remote work options when not performing field duties.
