The Opportunity

WSDOT’s I-405/SR 167 Program is eager to hire an experienced program manager looking to advance their career into a senior leadership role to serve as our next Director of Operations. The I-405/SR 167 Program is a high visibly and complex multibillion dollar program, and the Director of Operations will be responsible and accountable for the successful delivery of the program. The successful candidate appointed into this role will ensure that the I-405/SR-167 Program meets local, state, and federal standards within scope, schedule, budget, and safely with the least amount of impacts to the traveling public. Through strong and innovative leadership, this position will strategically manage, direct, and control all resource group aspects to ensure the most efficient management of a complex multimillion dollar budget and diverse workforce involved in the program. What to Expect

Among the varied range of responsibilities held within this role, the Director of Operations will:

  • Develop the I-405/SR-167 program goals, mission, vision, operating principles, and the overall focus of the program and assure successful implementation and delivery of program projects. 
  • Oversee multiple suborganizations consisting of engineers, technicians, and consultants to deliver the planning, design and engineering, and construction phases of the program. 
  • Help determine and guide the direction taken by the program and WSDOT to solve problems necessary to meet program goals. 
  • Represent the program to a wide variety of interests including the local jurisdictions, legislators, tribal agencies, businesses, property owners, and stakeholders, creating partnerships that will meet both the needs of WSDOT and our partners. 
  • Provide executive level oversight and support of program and financial management plans, legal issues, public disclosure requests, and special projects. 
  • Continually identify and assess program management risks and opportunities and develop mitigation strategies to reduce the overall program risk profile as appropriate, ensuring integration with the master plan schedule, project cost estimates and available budgets. 
  • Ensure that appropriate levels of resources are available for assigned staff to deliver program elements effectively and efficiently. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • Current driver’s license
  • Bachelor of Science in Civil Engineering or closely related field
  • 10 years of progressively responsible managerial experience working on large financial scale, complicated highway and bridge construction in urban setting with multiple disciplines and diverse stakeholders
  • Knowledge of: 
    1. Transportation and Civil Engineering practices and standards
    2. Environmental and highway design laws and regulations
    3. Finance, budget, and programming procedures
    4. Legislative processes
    5. Civil Engineering theory and practices
  • Ability to develop and manage a complex multibillion dollar budget. 

 

It is preferred that qualified candidates also have:

  • Two (2) years of experience as a Project Engineer (WMS3) or Engineering Manager (WMS3) or equivalent Program Manager or Local Programs Manager experience.
