The Opportunity

WSDOT is eager to hire an experienced transportation professional to serve as a Senior Planning & Policy Analyst supporting the vast transportation infrastructure throughout the Puget Sound. This position will be responsible for directing a variety of WSDOT’s long-range transportation planning studies, special transportation planning efforts, including leading the division’s review and coordination of local comprehensive plans under the Washington State Growth Management Act, as well as other ongoing policy priorities and initiatives. Serving as the senior regional planning and policy and expert in the central Puget Sound area, this position will direct ongoing efforts while ensuring close collaboration and engagement with stakeholders. As the Senior Planning & Policy Analyst, this position will be required to develop department-wide agreements on transportation-related planning and policy proposals working through WSDOT divisions, offices, and up to WSDOT Executive Management. This position will be responsible for a wide variety of complex, politically and time sensitive topics that are integral to WSDOT providing a multimodal transportation system that helps people and goods move safely and efficiently throughout the state.
 
What to Expect

Among the varied range of responsibilities held within this role, the Senior Planning & Policy Analyst will:

  • Represent WSDOT on regional and countywide committees, taskforces, and ad hoc groups and actively participate and serve as an expert on WSDOT planning efforts, policies, and activities.
  • Conduct briefings and presentations for WSDOT Executive and Senior Management briefings to ensure effective agency participation with regional planning bodies.
  • Supervise WSDOT’s involvement in federal grant funding processes.
  • Track emerging transportation issues and maintain a comprehensive understanding of the federal transportation funding programs, including the federal and state requirements, regional policies, eligibility, and evaluation criteria, as well as the timely delivery and expenditures of federal funds awarded to WSDOT.
  • Independently monitors a wide range of complex regional and statewide planning and policy proposals as wells as ongoing regional initiatives in the central Puget Sound.
  • Supervise the review of local comprehensive plans and land use decisions under the Washington State Growth Management Act.
  • Direct the development and design, oversight, and progress of in-depth and complex topic/position papers and strategic regional and state planning activities. This will include independently coordinating the necessary organization, logistical direction, and collaboration across WSDOT divisions and partner agencies.
  • Coordinate the monitoring, analysis, and implementation of complex regional issues and proposals impacting WSDOT and the traveling public.

 

Qualifications

To be considered for this opportunity, the following are required:

  • A Bachelor’s degree involving major study in transportation, landscape architecture, environmental or urban, regional or land use planning, engineering, public or business administration, economics, or natural or physical sciences and five (5) years of professional transportation experience involving analysis and evaluation of transportation issues and problems. OR
  • A Master’s degree involving major study in transportation, landscape architecture, environmental or urban, regional or land use planning, engineering, public or business administration, economics, or natural or physical sciences and four (4) years of professional transportation experience involving analysis and evaluation of transportation issues and problems. OR
  • One (1) year as a Transportation Planning Specialist 4, Transportation Engineer 4, Landscape Architect 1, or equivalent classification in city or county agencies. 

 

In addition to:

  • One (1) year of experience managing multiple transportation-related studies and/or projects with a specific deadline. 

 

It is preferred that qualified candidates also have:

  • Experience working in the public sector or a government agency. 
  • One (1) year of experience in transportation and/or land use planning or policy and/or demonstrated experience and competency in current or long-range planning under the Growth Management Act, ideally at the local, regional, and state levels. 
  • One (1) year of experience working a variety of public and private sector individuals and stakeholder groups, including high-level agency managers, executive management, and policy makers.
