About WSDOT

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. The Opportunity

WSDOT is eager to hire an experienced program manager who is ready to advance their career into a senior leadership role and serve as Toll Systems and Engineering Manager supporting WSDOT’s Toll Division Systems and Engineering section unit. The Systems and Engineering unit within the Toll Division is responsible for the implementation and operations of all toll systems within the state of Washington, and the Toll Systems and Engineering Manager will formulate and implement strategic toll planning concepts on major urban corridors. The successful candidate appointed into this role must maintain the highest standards of personal, professional, and ethical conduct, as actions by the appointee in this position will influence toll financing and revenue collection on various WSDOT facilities.
 
What to Expect

Among the varied range of responsibilities held within this role, the Toll Systems and Engineering Manager will:

  • Develop and implement strategic tolling and congestion pricing elements for the Toll Division, and negotiate with FHWA tolling agreements to implement tolling on interstate and highways of national significance. 
  • Negotiate consultant agreements and supplements, as well as negotiate design and operational issues with local jurisdictions. 
  • Develop and manage IT procurement contract documents for systems and engineering. 
  • Oversee development of project contract documents to allow projects to go to construction including innovative contracting such as Design-Build blended with IT procurements. 
  • Oversee and ensure successful delivery of construction management and installation, testing, and acceptance of tolling and systems management components of major urban corridor projects 
  • Facilitate peer discussions and resolution of tolling and systems management issues with planning staff, design traffic, and construction staff, administrative and operations staff from WSDOT’s Northwest Region, Olympic Region, Southwest Region, and WSDOT Headquarters, as well as with local jurisdictions as needed. 
  • Represent WSDOT in multi-jurisdictional studies and workshops related to toll and systems management projects, as well as representing the agency in national committees and conferences. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor’s or higher level degree in an engineering field
  • Ten (10) years of project or organizational management experience. 
  • Knowledge of management techniques, team building, forming partnerships and a high-level of communications skills.
  • Ability to make decisions and manage teams and systems in a fast paced operational environment.
  • Knowledge and experience with managing large scale complex IT systems, including high volume transaction processing. 
  • Knowledge of:
    1. Traffic Engineering
    2. Freeway analysis
    3. Revenue forecasting
    4. Transportation systems management
    5. Intelligent Transportation Systems (ITS)/Electrical systems design

 

It is preferred that qualified candidates also have:

  • Professional Engineering (PE) License
