The Opportunity

The I-405/SR 167 Program is seeking a self-motivated Transportation Engineer 3 who will work in the Bellevue program office.  This position offers the successful candidate an opportunity to work on a large-scale design-build projects.  Our top candidate will be comfortable working in the office performing a variety of duties in accordance with WSDOT standards to support the delivery of multi-million dollar design-build projects within the I-405/SR 167 corridors. 

 

This position is a staff specialist who supports the I-405/SR167 Program Procurement Manager by leading the development, review, revision and final assembly of the Request for Qualification and Request for Proposal documents. This staff specialist performs reviews and writes technical specifications for Design-Build contracts. This staff specialist will also work to improve design-build project delivery procedures statewide.  This position is a member of the Statewide Design-Build Workgroup and works closely on a weekly basis with the Procurement Manager

 

The RFP Coordinator is responsible for all project documentation functions, including paper and electronic document control systems, procurement documents, procurement submittals, contractor and design-builder submittals, and associated project files.


 What to Expect

 

Among the varied range of responsibilities held within this role, you will:

  • Develop a detailed Request for Qualifications (RFQ)/Request for Proposal (RFP) production schedules. 
  • Facilitate the RFP technical specification review. 
  • Ensure the RFP’s have consistent formatting and align with WSDOT standards. 
  • Prepare Statement of Qualification (SOQ) and proposal evaluation materials. 
  • Acts as a regional and statewide expert for RFP technical specification development, trains others in RFP technical specification development, develops guidance documents for design-build project delivery, serves on the statewide Design-Build Workgroup.
  • Assist design team with the preparation of various packages related to design engineering. 

 

Qualifications

To be considered for this opportunity, the following are required:

 

It is preferred that qualified candidates also have: 

  • Knowledge of the Design-Build Project Delivery Method, including WSDOT policies, standards and procedures.
  • Proficient in writing and reviewing engineering specifications. Knowledge of WSDOT's design standards, guidelines, and procedures.
  • Knowledge of WSDOT's contract administration standards, guideline and procedures.
  • Ability to develop complex schedules, comment forms and evaluations using advanced spreadsheet functions.
  • Ability to provide direction and lead others in the preparation of RFP documents.
  • Ability to understand, interpret, apply, and direct others in the use of standard writing guidelines and procedures.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
