The Opportunity

WSDOT is eager to hire an experienced engineer to fill a role working on the Seattle Waterfront Program portion of the agency’s Alaskan Way Viaduct (AWV) Replacement Project.  This is your chance to help shape and revitalize the Seattle Waterfront from Pioneer Square to Belltown in a new post-AWV era.  Looking farther ahead, the successful candidate will also play an integral role in improving transportation in the heart of Seattle, WA with the agency’s SR 520 Bridge Replacement and HOV Program.
 
 The initial purpose of this position is to participate as an integral member of the City of Seattle’s construction administration team as the Assistant Resident Engineer to manage WSDOT’s portion of the City-led Marion Street Pedestrian Bridge contract. The City’s contract will replace a temporary pedestrian bridge with a permanent structure over the newly rebuilt Alaskan Way in a highly visible and complex environment.  Once completed, the new pedestrian bridge will connect the brand-new Washington State Ferries (WSF) Colman Dock Entry Building at Pier 52 to 1st Ave in Downtown Seattle.  The future purpose of the position will be to assist with construction administration and management of the upcoming multi-million dollar Portage Bay Bridge and Roanoke Lid Design-Build Project.  This project will replace the existing earthquake-vulnerable Portage Bay Bridge, build a new lid structure over a section of SR 520, and make the final program connection to I-5 in another highly visible and complex environment.  

The successful candidate will be responsible for ensuring that the projects are constructed to applicable standards in a safe and efficient manner. In addition, the successful candidate will act as the steward of WSDOT’s legislatively provided funding to ensure that it is spent appropriately and within the baseline schedule timeframe set forth at contract execution.
 

What to Expect

Decision making is a critical component of this position, as decisions impact the safety and mobility of the traveling public, as well as the project budget.  To meet the schedule demands of these projects, the Assistant Project Manager must be able to synthesize pertinent information and make timely decisions or recommendations.
 

Among the varied range of responsibilities held within this role, the Assistant Project Manager will:

• Participate as an active member of the construction management team for the City of Seattle’s Marion Street Pedestrian Bridge contract, fulfilling the Assistant Resident Engineer role.
• Participate in ongoing reviews and discussions related to contractor baseline schedule and schedule update submittals, contractor requests for information, cost issue logs, field memos, and design revisions. 
• Actively assess schedule performance and progress, working with the City to identify schedule delays, risks and opportunities for schedule recovery during the course of the work. 
• Assist the City’s Resident Engineer in administering specifications, plans, and the City’s construction requirements. 
• Evaluate and approve potential cost and schedule changes that impact WSDOT’s portion of the Marion Street Pedestrian Bridge contract work, including change orders, claim responses, and claim settlements prior to being executed. 
• Perform independent engineering, constructability, and cost analysis of all changes. 
• Assist the City’s Resident Engineer in partnering with project stakeholders and the public to ensure project goals are met on time and within budget.
• Provide oversight for contractor payment documentation processing and inspection quality control.
• Provide oversight for development and distribution of regular status updates for construction progress and field and design changes. 
• Assist with managing administrative requirements related to funding agreements between WSDOT and the City of Seattle.

Qualifications

To be considered for this opportunity, the following are required:

• Bachelors degree in an engineering related field and three (3) years of experience in construction management of design-bid-build contracts, OR
• Seven (7) years of experience in engineering with at least three (3) years in construction management of design-bid-build contracts, AND at least one (1) year of the above experience as a Transportation Engineer 3 in construction management or equivalent. 

In addition to:

• Current driver’s license
• Ability to work in active construction sites in various weather conditions and traverse uneven terrain and surfaces. 
• Ability to speak, comprehend, read, and write to interpret and explain construction plans and specifications, agreements, technical reports. 
• Knowledge in transportation engineering disciplines
• Proficiency with administering and managing transportation construction contracts and inter-agency agreements

It is preferred that qualified candidates also have:

• Bachelors degree in Civil Engineering
• Prior experience and knowledge as a Transportation Engineer 3 or equivalent in design and construction management. 
• Proficient knowledge of WSDOT design and construction standards and WSDOT construction management and administration processes. 
• Experience working on large capital projects in urban areas with multiple stakeholders. 
• Experience with bridge design and construction practices. 
• Experience working on design-build projects and design-bid-build contracts
• Familiarity with City of Seattle policies, design and construction standards, and construction standards, and construction contracting.

• The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
