The Opportunity

WSDOT’s I-405/SR 167 Program is eager to hire an experienced engineer looking to advance their career into a senior leadership role to serve as our next Project Engineer. The I-405/SR 167 Program is a high visibly and complex multibillion dollar program, and the Project Engineer will be responsible and accountable for the successful delivery of the program’s highway design. The successful candidate appointed into this role will ensure that the construction contracts meet local, state, and federal standards within scope, schedule, budget, and safely with the least amount of impacts to the traveling public. Through strong and innovative leadership, this position will strategically manage the policies that ensure the most efficient management of a complex multimillion dollar budget and diverse workforce involved in the highway design program.  What to Expect

Among the varied range of responsibilities held within this role, the Project Engineer will:

• Manage preliminary engineering design contracts and provide the most economical design that meets safety, mobility, and environmental needs of the project.
• Manage design-build and bid-build contracts to include procurement, interpreting and implementing contract documents, regulatory codes and standards, providing information, ensuring all documentation is submitted, monitoring contractor’s progress, and making progress payments.  
• Certify that all WSDOT standards and policies were followed in the development of all design documents, plans, and specifications. 
• Strategically plan the budget, schedule, and workforce necessary to deliver projects. 
• Ensure that all assigned projects are managed in accordance with WSDOT policy and procedures to meet the desired scope, schedule, budget, and documentation for the project, and that projects are delivered in an environmentally responsible manner consistent with applicable laws. 
• Partner with external agencies, consultants, public entities, and other WSDOT programs regarding what provisions will be addressed in the project development process for each project and executing the resulting requirements included in the construction contract. 
• Provide updates and report on the status of assigned projects to WSDOT Regional and Statewide Executive management to support and improve the accountability of WSDOT. 

Qualifications

To be considered for this opportunity, the following are required:

• Professional Engineers (PE) License in Civil Engineering 
• Experience and knowledge in highway and bridge design, construction process, managing project delivery techniques, principles of management, quality principles and tools, contract administration policy, and construction contract law. 
• Experience and knowledge in design process, contract advertisement and award, WSDOT organization, merit system rules, affirmative action policies and laws. 
• Experience and knowledge in environmental and permitting agencies requiring knowledge of noise ordinances, wetland, surface water runoff, streams, Puget Sound Water Quality, air quality and shoreline permits. 
• Ability to develop and construct unique technical systems for large civil infrastructure, intelligent transportation systems and environmental retrofits in sensitive natural environments with multiple stakeholders. 
• Operate under stressful/emergency conditions.
• Effective communication skills, both verbal and written; comfortable presenting in a public setting.
• Proven ability to develop and implement long-term plans.
• Forecast potential problems and to mitigate/resolve them in a timely manner by assess risk and make decisions with limited information 
• Experience facilitating agreement between competing interests.
• Ability to work with a diverse groups and individuals within WSDOT and various outside agencies and groups to deliver projects.
• Provide strategic leadership, coach, and develop subordinates, solve problems, and make effective decisions

It is preferred that qualified candidates also have:

• Bachelor of Science in Civil Engineering or closely related field. 
• Four (4) years of experience in delivering design and/or construction projects. 
• Experience in procuring projects through design-build and design-bid-build processes. 
• Knowledge of FHWA processes and requirements related to delivering federally funded projects and making sure it meets their federal stewardship obligations.
