About WSDOT

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

 

The Opportunity

The Northwest Region (NWR) is eager to hire a program manager to serve as a statewide specialist and provide direction in an extremely complex and WSDOT critical discipline of system and network engineering. As the ITS Program Manager, this position is responsible for making all systems engineering decision for NWR Intelligent Transportation Systems including the fiber optic network, Traffic Management Center (TMC), and the hundreds of millions of dollars in field equipment that stretches from the northern tip of Pierce County all the way up to the Canadian border. This position will also provide agency critical direction to the statewide design, construction, and operations programs including the Toll Division, the SR-520 Bridge Replacement Project, the I-405 Corridor program, and all regions in the agency. The ITS Program Manager will play a vital role in WSDOT's successful delivery of WSDOT projects, maintaining public confidence and helping the public travel safely.
 
What to Expect

Among the varied range of responsibilities held within this role, the ITS Program Manager will:

  • Coordinate and integrate ITS with statewide Traffic Systems Operations and Maintenance (TSMO) policies and practices. 
  • Support statewide wireless and broadband access through policy development and establishing integration practices for third party wireless accesses on state right of way. 
  • Provide statewide direction for technology applications to transportation including vision, strategic and long-range planning. 
  • Be responsible for ITS design including plans and specifications for contracts and construction, and will help define and control the ITS specification section of WSDOT standard plans. 
  • Lead systems engineering and integration disciplines among tolling, roadway technology, SR-99/I-90/SR-520 tunnel operations, floating bridge operations, border crossing operations, and other agencies and programs. 
  • Identify system deficiencies and work with and across disciplines to determine acceptable tradeoffs. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelors of Science in Civil Engineering or similar degree
  • Professional Engineer (Civil Engineer) License
  • Seven (7) years of experience in Systems Engineering and Hardware and Software Integration of Intelligent Transportation Systems. 
  • Current unrestricted Driver’s License
  • Mastery of Design, Construction, and Operations principals, practices, policies, and regulations as they relate to ITS. 
  • Ability to develop and manage a multimillion dollar budget.
  • Ability to effectively communicate highly technical material to a diverse range of audiences including executive managers, elected officials, the public, and local and national agency staff. 

 

It is preferred that qualified candidates also have:

  • Master of Science in Civil Engineering with an emphasis on Traffic
  • Professional Traffic Operations Engineer certification
  • Knowledge and expertise on the National Transportation Communication for ITS protocol
  • Knowledge and expertise in ITS design
  • Knowledge and expertise in Transportation Networking
  • Knowledge and expertise on ITS Hardware Integration
