The Opportunity
The WSDOT Southwest Region (SWR) has an exciting and unique opportunity for a Construction Trainer. In this role, you will serve as a Technical Program Specialist responsible for developing, coordinating, and documenting all construction training and managing the Inspector Certification program within the Region. This position provides classroom training throughout the State and provides continuous updates to training curriculum for online and classroom training. In this role you will interact with various divisions statewide as well as within the Region. Our top candidate will need exceptional communication skills to coordinate with the State Construction Office and the SWR Construction Office when preparing and planning training.

What to Expect
This position requires the ability to conduct on-site inspections outdoors, in inclement weather and may have exposures to hazards such as exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment. 
 
Among the varied range of responsibilities held within this role, the Construction Trainer will:
  • Develop new classes, update existing classes, and present classes statewide for construction inspection, documentation, and sampling and field testing of materials
  • Coordinate with the other Region Trainers in the development and delivery of trainings.
  • Serve as Region expert in construction; provide guidance in the understanding of the Standard Specifications, Construction Manual, contract administration, project inspection duties, materials testing procedures, and documentation requirements.
  • Organize, manage, and maintain records for the Inspector Certification Program.
  • Train, coach, and mentor individuals.
  • Coordinate training conferences (such as the Region Design/Construction Conference) and just-in time training as needed.
  • Attend and participate in safety meetings and assigned safety training.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Two (2) years of experience as a Transportation Engineer 3, Bridge Engineer 3, Planning Specialist 3, Lead Inspector in a construction project office or equivalent experience such as supervising a team of inspectors and technicians on construction projects. 
  • Experience and skills to communicate effectively to a diverse audience, in-person and using a variety of electronic media, including telephone, email, text, video conferencing, and computer conferencing. 
  • Skills and demonstrated ability to plan, prepare, organize, schedule, and conduct training classes.
  • Broad understanding of transportation engineering and construction principles, practices, and methods.
  • Knowledge of inspection techniques and field documentation required to verify quality and quantity of work performed by contractor.
  • Knowledge and understanding of material testing procedures.
  • Knowledge of hardware and software used for developing, presenting, and managing training.
  • Ability to traverse rough terrain and work at heights on construction job sites. 
  • Ability to transport up to 40 pounds of training materials.
  • Ability to travel statewide with occasional overnight stays.
  • A valid driver's license with the ability to travel statewide to various construction sites.

It is preferred that qualified candidates also have:
  • Knowledge of WSDOT engineering and construction practices. This includes familiarity with WSDOT design manuals, the WSDOT Construction Manual, and the WSDOT Standard Specifications.
  • Two (2) years of experience with paving, chip sealing, structures, and other transportation construction work as a Transportation Engineer 3 or above. 
  • Experience with a basic understanding of Design-Build project delivery.
 
Important Notes  
  • This position is eligible for remote work up to 100%, per supervisor approval however, incumbent must be available for in-person training with a 24-hour’s notice.
  • This position requires frequent in-state travel and occasional out-of-state travel.
