About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking a Development Review Engineer to help ensure that the state highway system remains safe and has the capacity to move people and goods efficiently. The candidate selected will serve as an advocate and represent WSDOT on development and local land-use proposals affecting state transportation facilities. This position will be responsible for reviewing development proposals and coordinating internal reviews for compliance with WSDOT design and construction standards, guidelines, and policies. Additionally, this person will participate in land use reviews to help preserve the state transportation system. Ongoing and frequent coordination is required with Olympic Region support groups, Maintenance, Project Engineering offices, Headquarters staff, local agencies, tribes, developers, and citizens.
 
What to Expect
Among the varied range of responsibilities held within this role, the Development Review Engineer will:

  • Review proposals for compliance with WSDOT design and construction standards, guidelines, and policies.
  • Perform quality reviews to ensure WSDOT policies and standards are satisfied.
  • Apply State Environmental Policy Act (SEPA), Growth Management Act (GMA), Highway Access Management, and appropriate local jurisdiction rules and regulations.
  • Prepare and document permits using various databases.
  • Serve as an advocate and represent the WSDOT on local land-use development proposals that affect or impact state transportation facilities.
  • Coordinate the review by internal WSDOT support offices of proponent submitted proposals for compliance with WSDOT design and construction standards, guidelines, and policies.
  • Prepare Construction and Developer Agreements and responses to the proponent.
  • Develop project documentation and perform quality reviews to ensure WSDOT policies and standards are satisfied.
 
Qualifications
To be considered for this opportunity, the following are required:
  • One (1) year of experience as a Transportation Engineer 2 or equivalent such as experience performing multidiscipline preliminary engineering design duties, experience as a lead designer, and/or experience performing construction inspection duties.
  • Knowledge and understanding of engineering principles, practices and methods and ability to apply them to complex engineering problems to ensure compliance with industry standards and procedures.
  • Knowledge and understanding of project schedule and budget management for application to on-time and within budget delivery.
  • Demonstrated ability to manage and deliver multiple projects involving a variety of resources, support groups and other agencies or businesses.
  • Strong interpersonal skills to be able to work effectively with project offices, other team members, support offices, consultants, and independently to complete assigned tasks.
  • Experience prioritizing and handling multiple tasks in a high production, frequently changing environment.
  • Experience successfully communicating with multiple audiences, both orally and in writing.
  • Proven skills in research to examine, develop and propose alternate solutions while maintaining attention to detail.
  • Ability to review plans, specifications, and other contract documentation.
  • Demonstrated proficiency in using software to produce reports and spreadsheets to communicate project development information with internal and external stakeholders.
  • Demonstrated proficiency with MS Word, Excel, and Outlook to compose professional documentation and reports.

It is preferredthat qualified candidates also have:
  • Bachelor’s degree with a major study in engineering, transportation, or a closely related field.
  • Knowledge and understanding of WSDOT practices and procedures.
  • Experience using Blue Beam. 
  • A valid driver's license.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.   
  • This position offers flexible/hybrid remote work options. 
  • Employee may have to travel to an occasional off-site meeting or to attend training. Travel will include occasional site visits in the field. Travel is not a normal part of the job.
