The Opportunity
WSDOT has an exciting opportunity for a motivated professional who is passionate about the environment and restoration to join the Southwest Region (SWR) Environmental Services team in Vancouver, WA. The Restoration Crew Lead will be responsible for implementing management activities at environmental mitigation sites and roadside restoration sites throughout SWR. This position leads the SWR Restoration Crew and implements all planned site management work and site restoration goals as established by SWR Mitigation Program staff. In addition, the selected candidate will provide reports and records of management activities conducted on mitigation sites, provide observations of site conditions, install scientific data collection instruments, and collect and summarize qualitative data.
 
What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Lead the SWR restoration crew to maintain and install environmental mitigation and roadside restoration sites in compliance with environmental permits and WSDOT policy.
  • This position will accomplish and supervise site management activities including, but not limited to pesticide and fertilizer applications, vegetation planting and transplanting, stream restoration and fencing, irrigation setup and operation, pest control, tree and brush cutting/removal, pruning, mowing, minor grading, wildlife habitat structure construction, erosion control, grounds care and other related tasks. 
  • Safety operates small equipment, chain saws, and weed eaters.
  • Perform record keeping and work activity coordination with SWR Mitigation Program staff and the Headquarters Restoration crew. 
  • Assist with restoration activity planning by providing specific feedback from the field about time and effort needed and specific recommendations for appropriate management techniques.
  • Enter data into various electronic databases, workbooks, and calendars for restoration crew daily work activities and herbicide application records. 
  • Maintain inventory to assist in ordering necessary supplies and equipment for completion of appropriate site management activities.
  • Direct Department of Corrections crews working on WSDOT mitigation and restoration sites.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Experience performing manual labor including lifting and manipulating up to 50 pounds.
  • Experience working outdoors in inclement weather, uneven terrain and slopes, and work in high places wearing fall restraint harness.
  • Two years of experience with regular pesticide application (including determining rates, mixing, and multiple application methods) and a current WSDA public or commercial operator license. 
  • Ability to obtain the Public Operator, Right-of-Way Weed Control and Aquatic pesticide endorsement categories within 6-months of employment. 
  • Ability to travel within the Southwest Region for projects site visits or meetings with stakeholders and occasional statewide travel for training.
 
In addition to the above qualifications, one of the following is also required:
  • A Bachelor's degree involving major study in horticulture, restoration ecology, landscape architecture, environmental or urban, regional or land use planning, biology or natural or physical sciences or related field. OR 
  • Associate Degree in one of the fields listed above AND two (2) years of professional experience in the fields listed above, OR
  • Four (4) years of professional experience in the fields listed above, OR
  • One year as a Transportation Planning Specialist 1 or Transportation Engineer 1, Transportation Planning Technician 3, Transportation Technician 3, Landscape Designer 1, or equivalent classification in city or county agencies.
 
It is preferred that qualified candidates also have:
  • Experience with irrigation installation, maintenance and/or repair.
  • Commercial Driver’s License Class A with N endorsement without airbrake restrictions with a current medical
  • examiner's certificate
  • Experience identifying native and non-native plant species during active growth and dormancy.
  • Two years of job-related experience installing native wetland and upland plant material. 
  • Asbestos Hazard Emergency Response Act (AHERA) Certified Inspector.
