The Opportunity
WSDOT has an exciting opportunity for a talented and innovative individual to join the Project Engineer Office in Port Orchard, WA. As a Design/Construction Engineer, you will support WSDOT's mission by ensuring highway construction projects are designed and built in compliance with standard specifications, contract specifications and contract plans. You may also serve as an inspector of highway construction projects. The selected candidate will have a high impact on WSDOT's mission to provide and support safe, reliable, and cost-effective transportation options. What to Expect
This position requires inspection of construction sites. This work is performed outdoors and may be in inclement weather in the daytime or nighttime; and may be exposed to hazards that include exhaust, high-speed traffic, steep or uneven terrain, and/or heavy construction equipment. 
 
Among the varied range of responsibilities held within this role, the Design/Construction Engineer will:

  • Inspect and direct the inspection of highways and highway structures for conformance to plans and specifications. 
  • Process contractor submittals and materials documentation.
  • Lead, train and mentor technical staff in inspection methods and procedures. 
  • Gather samples of materials in the field. 
  • Prepare design documentation, special provisions, and plans.
  • Prepares plans, estimates, special provisions, specifications, and other information needed for completion of Contract Plan, Specification, and Estimate (PS&E) packages applying agency policies, standards, and procedures as well as transportation engineering principles.
  • Utilize computer aided engineering software to develop engineering designs and plans and oversee CADD technicians on the development of plan sheets and provides technical training and mentoring as needed.
  • Apply sound engineering judgement to interpret data, identify problems, and develop solutions.
  • Communicate design options and procedures to the public, other agencies, and to WSDOT management.
  • Develop work plans for managing budgets and schedules to meet project milestones.
  • Coordinate with support offices to provide necessary project information and be responsible for tracking their work.
 
Qualifications
To be considered for this opportunity, at least one the following are required:
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience working on a road design team or inspecting road construction. OR 
  • Certification as an Engineer-in-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience such as working on a road design team or inspecting road construction. OR
  • A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.
 
In addition to one of the above, the following are also required
  • Knowledge and understanding of engineering principles, methods, and practices.
  • Knowledge of construction practices and contract administration.
  • Knowledge and understanding of contractor/owner relationships and basic contract law.
  • Knowledge and understanding of material testing procedures.
  • Proven skills in research and interpret contract provisions, plans, drawings, and details.
  • Experience in communicating to multiple audiences, both orally and in writing.
  • Proven skill to examine, develop and propose alternate solutions to complex elements of a project.
  • Experience in reviewing engineering plans and specifications for compliance with established standards.
  • Experience in being able to effectively work both individually and within a diverse team environment.
  • Experience adhering to safety policies and diligence in performing work in a safe manner.
  • Experience in working independently and prioritize workload and handle multiple assignments.
  • The ability to manipulate and transport up to 35 pounds of material testing equipment.
  • Division certification obtained within identified parameters as assigned to the position.
  • A valid driver’s license.

It is preferred that qualified candidates also have:
  • One (1) year experience as a Transportation Engineer 1 or Transportation Technician 3 or equivalent experience field testing various construction materials such as concrete, aggregate, HMA, etc. 
  • One (1) year experience as a Transportation Engineer 1 or Transportation Technician 3 or equivalent experience accepting and verifying construction materials. 
  • Knowledge in the use of InRoads for design projects per WSDOT standards.
  • Knowledge in the use of Microstation for plan sheet development per WSDOT standards.
  • Certification as an Engineer-in-Training. 
  • Washington State Professional Engineer License.
  • Certification as a Certified General Inspector within six (6) months of appointment
